Title: (RFI) - UNDP in partnership with Ministry of Environment Forest and Climate Change (MoEFCC) is inviting national NGOs/CSOs for potential partnership and delivering a Global Environment Facility (GEF) funded project on “Small Grants Programme- Operational Phase 7” as implementing partner

 

Objective:

This is a Request for Information (RFI) from national and/or international CSOs/NGOs for potential partnership with UNDP in delivering outputs for the project, requiring expertise and experience explained on following pages.  

 

Project Background:  

About GEF and SGP: The Global Environment Facility was established on the eve of the 1992 Rio Earth Summit to help tackle our planet’s most pressing environmental problems. One of the flagships programmes supported by GEF is the Small Grants Programme (SGP) which provides financial and technical support to communities and civil society organisations to meet the overall objective of global environmental benefits secured through community‐based initiatives and actions. The GEF Small Grants Program has been a fundamental part of the GEF’s support to the production of global environmental benefits and the implementation of the UNFCCC, UNCBD, UNCCD and other multilateral environmental agreements.

Launched in 1992, the Small Grants Programme (SGP) of the Global Environment Facility (GEF), implemented` by the United Nations Development Programme (UNDP) on behalf of the GEF Partnership, is a GEF Corporate Program that finances community‐led initiatives to address global environmental and sustainable development issues. It is specifically designed to generate local action by empowering civil society organizations(CSO) and poor and vulnerable communities, including tribal peoples and women.

 

The SGP has a decentralized national‐level delivery mechanism, responsible for the implementation of more than 21,600 projectsin 125 countries, with a total of US$542 million in grants. During the past 25 years, participating countries to the SGP have increased steadily from the initial 11 countries to a recent count of 125. From the countries in the SGP, 69 are considered Least Developed Countries (LDCs) and Small Island Development States (SIDS), with several in post‐conflict or crisis status. Small grants are available to local communities and CSOs, particularly the poor and vulnerable. Grants assist such communities in capacity building, enabling the program to undertake measured risks in piloting new methods and technologies and to innovate at the local level. Each SGP Country Programme has a multisectoral National Steering Committee (NSC) to ensure a country‐driven approach to SGP implementation, while integrating civil society leadership and capacity development in program management.

 

Essential expertise (team) required with NHI

Landscape Coordination: Staff with project management experience at each landscape with experience in managing projects at the national or state level with an NGO. Communication and Capacity building: Staff with experience on building capacity and knowledge management at the state or district level with an NGO/ Government.

Community Mobilisation: Staff with experience on mobilizing community at the district or village level with an NGO/ Government.

Finance and Administration: Staff with experience on providing admin and finance support to an NGO/ Government

 

Organization Competencies:  

 

A. Registration:

1. The NGO should be registered as a trust / society in India. The organization should be in operation for a minimum of 05 years from date of registration. Registration documents of the NGO to be submitted.  

2. The vision/ purpose/ mandate/ mission, which drives the organization, to be submitted. The aims and objectives must not in any way be in conflict with the objectives of the SGP Project.

3. Annual report and duly audited accounts statement of the organization including balance sheet, income and expenditure statement and the statutory auditor’s reports. should be submitted for last three years.

4. The organization filesIT & FCRA returns(if applicable) every year. The organization files return with the Charity Commissioner or Registrar of Societies (if applicable). Last 3 years returns to be submitted.

5. The organization does not use any donations raised through the project for political or religious activities or programmes. An affidavit from the organization to be submitted.

 

B. Management:

1. The organization should be committed to and must practice good governance in order to enhance effectiveness. Details of Board Members namely their names, age, position and occupation to be submitted.  

2. NGO/CSO should have an office in New Delhi and offices (or provide undertaking to open offices, if selected) in all three regions (highlands of the North‐East India, drylands of the central India and coastal regions of India identified by the project.

3. The Board must have regular meetings to review the progress of the projects undertaken by the organization. Minutes of last 3 meetings of the board members to be submitted.

4. The Board must approve programmes, budgets, annual activities report and audited financial statements of the NGO. Previous 2 years record to be submitted.

5. The organization should have strong grant management structure. Detail overview of grant management to be submitted.

 

C. Human Resources:  

1. The organization must have number of personnel with suitable qualification, experience and skills as outlined below to carry out the activities as envisaged in the scope of work. List of staff members for financial management, procurement, Human Resources, Administration and Project Management to be submitted with their CVs.

National Coordination: Staff with project management experience at the national level.

Landscape Coordination: Staff with project management experience at each landscape with experience in managing projects at the national or state level with an NGO. Communication and Capacity building: Staff with experience on building capacity and knowledge management at the state or district level with an NGO/ Government.

Community Mobilisation: Staff with experience on mobilizing community at the district or village level with an NGO/ Government.

Finance and Administration: Staff with experience on providing admin and finance support to an NGO/ Government.

2. The organization should have a reasonable gender balance among its staff combined with a known sensitivity and commitment to promoting gender equality reflected in its work. This should include an understanding of gender‐based differences in livelihood priorities, particularly those based on use of natural environmental resources.

 

D. Organisational Experience  

1) NGO should have signed up in the DARPAN portal of NITI Aayog and should have a valid unique ID with updated details.

2) The organization should have at least 5 years of experience working on community‐based innovative programmes in the field of environment and sustainable development. The organization should have experience of working closely with the government. List of projects to be submitted.

3) The organization should have presence in all three landscapes (highlands of the North‐East India, drylands of the central India and coastal regions of India) identified by the project. List of the projects undertaken in three landscapes to be submitted.

4) The organization should have implemented projects on community‐based innovative programmes in the field of environment, climate change, biodiversity conservation, land degradation neutrality and/or sustainable development in different agro‐climatic zones, working closely with the government. List of the projects undertaken in the above areas to be

submitted.

5) The organization should have experience of working closely with the government and list of such projects should be submitted.

 

6) The organization should not have been in any ineligible list by any Government or UN agency in the past. Confirmation from the NGO to be submitted.

 

E. Innovations

The organization should have undertaken innovative community‐based projects in the field of environment, climate change, biodiversity conservation and sustainable energy.

1) Provide the list of the innovative projects with brief description in not more than 100 words for each project.

This will be a virtual “Zoom” meeting with only one participant from each of the participating agencies. Common queries will first be answered, post which there will be an open session of 30 minutes to respond to other queries.
