About the Proposal

The Coalition for Disaster Resilient Infrastructure (CDRI) is a multi‐stakeholder global partnership of national governments, UN agencies and programmes, multilateral development banks and financing mechanisms, private sector, as well as academic and knowledge institutions. It aims to address the challenges of building resilience into infrastructure systems and the development associated with it. The vision, mission, goal, and objectives of the CDRI are explicitly linked to the post‐2015 development agendas. The Coalition will contribute to the resilience of the global infrastructure systems in an increasingly interconnected world through three Strategic Priorities around Research and Knowledge Management and Advocacy, Communication and Partnerships.

The CDRI will bring out a global publication Flagship Report on Disaster and Climate Resilient Infrastructure biennially, with its first edition to be released in 2023. The report is CDRI’s principal vehicle for engaging and focusing the attention of a global audience of political leaders, policy makers, practitioners and researchers on the critical and multi‐faceted challenges posed to disaster and climate resilient infrastructure and will contribute to the development of CDRI’s Strategic Priorities. CDRI has engaged the United Nations Development Programme (UNDP) as the coordinating agency for developing the report. The Report is structured on five pillars, namely:

  • Pillar 1 – Global Infrastructure Risk Model (GIRM)                                                                                                          
  • Pillar 2 – Global Infrastructure Resilience Index (GIRI)                                                                                                      
  • Pillar 3 – Nature‐based Solutions (NbS)                                                                                                                     
  • Pillar 4 – Progress Monitoring                                                                                                                                  
  • Pillar 5 – Financing Infrastructure Resilience

Objectives of the Work 

The bidder would work closely with the Coordinating Lead Author of the Flagship Report and the UNDP‐CDRI PMU in providing:

  • Lead, oversight, and quality control of the chapter 
  • Coordination of partners
  • Development of one position paper on Financing for Infrastructure Resilience
  • Peer Review Process  
  • Project Management for Pillar 5 and, 
  • Final draft of the Chapter including revision and correction of chapter through to publication. 

The coordinated work mentioned in Pt. 1 will be complimentary to the overall objectives of Chapter5 which is to examine opportunities that can be leveraged to address the challenges for financing resilient infrastructure and thereby, demonstrate means to mobilize finance to close the resilience gap.  To do so, the Chapter narrative will build a discourse on the economic and financial case for resilience, include risk and resilience assessments and identify innovative approaches to mobilize finance

Deliverables

The bidder would work closely with the Coordinating Lead Author of the Flagship Report and the UNDP‐CDRI

PMU in delivering the following outputs:

  • Literature review, including quantitative evidence and data (end of Q2, 2022)
  • Review abstracts for Position Papers, define core messages and draft full chapter outline
  • Substantive Coordination of First Workshop with Lead Authors (beginning of Q3, 2022)
  • Develop a Position paper based on the outputs from the Consultative Workshops
  • Review completed Position Papers and development of first draft of chapter, including substantive
  • Coordination of Second Workshop with Lead Authors (end of Q3, 2022)
  • Organization and coordination of independent Peer Review of chapter (midway through Q4, 2022)
  • Final draft of the chapter for presentation to International Advisory Board of the Flagship Report (end of Q4, 2022)
  • Final revision and correction of chapter through to publication (end of Q1 2023)

Eligibility

  • The bidder should have been in existence professionally and functionally for at least 10 years.
  • The Team Leader should have a Doctorate degree in Economics, Climate Finance, Environment or related subjects.
  • Proposals are invited from Institutions only.  
  • Proposal submitted by Individuals will not be accepted.
