About the Proposal
Despite making tremendous progress in ensuring universal access and enrolment in elementary education, very little has been achieved in the domain of secondary education making the proportion of trained youth amongst the lowest in the world. According to NSS 61st Round statistics amongst the age of 15–29 years, only about 2% receive formal vocational training[1]; 8% receive non-formal vocational training thereby catering to only 20% of the number of annual additions to the labour force.
Youth residing in urban resettlement and slum localities have limited access to employment due to lack of formal job oriented skills training and information. Majority of the individuals belong to the poor, vulnerable and families below poverty line have single sources of income without and additional support to supplement the family income. Those who have completed secondary and higher secondary level education, not able to study further due to the economic situation are not able to find any jobs due to lack of technical and employability skills which are required for any entry level jobs.
Youth face several development challenges, including lack of access to technical education, vocational training and gainful employment. There is limited income earning opportunities for the Households in the target locations. The life or livelihoods have been severely affected due to COVID-19 pandemic. Therefore, Plan India has been implementing the national level Flagship Program called Saksham. The Saksham Program provides soft skills, technical and vocational training which enhances the employability skills among youth. The Saksham program are being implemented in Hyderabad, Bengaluru, Pune, Mumbai, Jaipur and Delhi NCR at present. At all these locations, the program benefits 6000 + youth, (18yrs to 29Yrs) neither in employment education or training from the marginalized communities (Economically and socially weaker sections), annually, through Job oriented Vocational Training (JOVT) to become economically empowered.
