About the Organization:

William J. Clinton Foundation was established in India to promote high quality medical care and treatment for people living with HIV/AIDS, and effective care and treatment of children suffering from malnutrition, diarrhoea, pneumonia, and malaria. WJCF’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to lifesaving technologies; and helping governments build the capacity required for high-quality care and treatment programs.

Background:

Madhya Pradesh State Rural Livelihood Mission (MPSRLM - GoMP) under the mandate of the Ministry of Rural Development (MoRD), GoI focuses on rural poverty alleviation through programs directly targeted at the rural poor households. MPSRLM primarily works within the framework of Panchayat Raj, the decentralized form of government in which each village is responsible for its own affairs. At present, MPSRLM supports over 288,000 SHGs mobilizing over 2.85 million households.

WJCF proposes to improve access to dietary diversity and nutrition levels for vulnerable populations in MP by supporting MPSRLM develop and scale proven nutrition-sensitive innovations through community-level platforms. WJCF will play a central coordinating role in bringing together government leaders, innovators, and the community to activate the following three pathways to catalyze the scaling up of proven innovations.

Through this assignment, WJCF aims to extend technical assistance to MPSRLM over a period of 12 months to effectively leverage the strong network of SHGs in improving nutritional outcomes and mitigating the adverse impact of COVID-19 on nutrition security and dietary diversity.

Key Objectives:

  • To deepen the understanding of key stakeholders on nutrition sensitive agriculture and promote its uptake among the small and marginal farmers in the SHG fold of MPSRLM
  • To engage NGOs/ innovators (start-ups) to extend sustainable support to small and marginal farmers in undertaking nutrition sensitive agriculture practices
  • To promote dietary diversity in the rural communities by catalyzing behavior change and generating awareness on the benefits of consuming a diverse diet
  • To enable the MPSRLM VOs/SHGs in local processing of nutrition-rich commodities (through community kitchens and local processing units)
  • To build capacities of MPSRLM supervisory cadre/ master trainers to provide handholding support to SHGs/VOs
  • To support MPSRLM to build models to scale the initiatives related to income generating initiatives with bearing on nutritional outcomes like community kitchen, safe drinking water systems, common procurement centers for food supply etc.
  • To enable data-driven decision making through a robust monitoring and data analytics system

Eligibility Criteria:

  • The bidder should be a Company registered in India under the Companies Act 1956 or a partnership registered under the India Partnership Act 1932 with their registered office in India for the last three years. Certificate of Incorporation, Copies of Articles of Association (in case of registered firms), Bye laws and certificate of registration (in case of registered co-operative societies), Partnership deed (in case of partnership firm) /summary for partnership should be submitted
  • To confirm in Yes or No, whether it falls under the Micro, Small and Medium Enterprises Development Act, 2006. If yes, a copy of the Registration Certificate must be provided to WJCF. Further, keep informed to WJCF whether there is any change of the status of the company.
  • The bidder should have a GST registration, as applicable and carry a valid PAN. Copy of PAN and GST registration certificate, as applicable, should be submitted.
  • An undertaking (self-certificate) that the bidder hasn’t been blacklisted by a central / state Government institution and there has been no litigation with any government department on account of similar services
  • The bidder should be consulting firm operating in India for the last three financial years (2019-20, 2018-19 and 2017-18)
  • The bidder’s turnover from consultancy services in India should be minimum INR 100 crores in each of the last three years viz. 2017-18, 2018-19 and 2019-20. Audited Balance sheet of respective financial year is to be enclosed along with turnover certificate duly certified by registered CA. A copy of IT return for these years should also be submitted.
  • The bidder should have completed 5 consultancy assignments relevant to nutrition support/ dietary diversity/ agriculture support each of value more than INR 1 crore or must have achieved project milestone value more than INR 1 crore in each of the 5 consultancy projects in the last 5 years. Information on the jobs may be furnished as per Annexure-D “Technical Bid”
  • The bidder should have minimum 100 number of resources on their roles as per qualification & experience in domain area etc. as defined in Annexure-E “Educational Qualification & Experience”.

  • These instructions should be read in conjunction with information contained in the enclosed Scope of work (SOW) Annexure A, and in any accompanying documents within this package.
  • This Request for Proposals (RFP) to provide WJCF with relevant information is to undertake “Appointment of Project Management Consultant for technical assistance to MPSRLM, Government of Madhya Pradesh towards improved nutrition and enhanced dietary diversity in Madhya Pradesh"
  • WJCF is not bound to accept the lowest priced, or any, proposal. WJCF reserves the right to request any (or all) Respondent(s) to meet with WJCF to clarify their proposal(s) without commitment, and to publish on its website answers to any questions raised by any Respondent (without identifying that Respondent).
  • Respondents are responsible for all costs associated with proposal preparation and submission of its bid and WJCF will in no case be responsible or liable for those cost, regardless of conduct or outcome of the process.
  • Respondents are neither allowed to join hands to participate in the tender nor allowed to submit multiple bids. In case of detection of such activity their bid(s) is/are liable to be rejected. Proposal through consortium is not allowed.
