About the Organization

Welthungerhilfe is one of the largest private aid agencies in Germany; politically and religiously independent. The organisation fights for “Zero Hunger by 2030”. Since being founded in 1962, it has provided funding of EUR 4.46 billion for more than 10,895 overseas projects in 70 countries.

In 2021 alone, Welthungerhilfe supported about 16.6 million people with its 526 overseas projects in 36 countries. In real terms, that means: Many people now harvest more and can therefore improve their diets. They now have clean drinking water or toilets at home, which leaves them less susceptible to illness. Others are earning or producing more and can begin an education. For the children, Welthungerhilfe's support means a chance of improved physical and mental development.

Welthungerhilfe bases its efforts on the principle of help for self-help, which it implements with measures ranging from rapid disaster relief to rehabilitation to long-term development cooperation projects with national and international partner organisations.

About the Proposal

Welthungerhilfe has been actively implementing nutrition projects across the globe. In South Asia, WHH has consolidated and streamlined a set of most effective strategies under the umbrella program called Nutrition Smart CommUNITY in India, Bangladesh, and Nepal. The program adopts a multisectoral approach comprising systematic interventions at micro, meso, and macro level to address the underlying causes of chronic hunger and malnutrition. The umbrella program is now being scaled up in select African countries. The aim is to enable scale up, both horizontally (geographical spread) and vertically (integrated bottom-up advocacy for policy change) through effective knowledge transfer and local adaptation of interventions in the selected countries.

The approach as it was originally developed, combines 5 proven best practices for a durable and scalable solution at community level within 4 years, namely (1) Linking Agriculture and Natural Resource Management towards Nutrition Security plus WASH (LANN+) through Participatory Learning and Action (PLA) (2) 15-day Nutrition Camps (3) Nutrition-Sensitive Agriculture (4) Nutrition-Sensitive Microplanning (5) Strengthening Institutions.

The Nutrition Smart CommUNITY approach uses existing local resources to break out of the cycle of malnutrition. It addresses multiple underlying and interconnected drivers of malnutrition in a coordinated and systematic manner. This requires systematic monitoring to assess the changes as well as data visualization to better understand the interlinkages among the various drivers and factors. To this aim, Welthungerhilfe India is working on creating an interactive, user-friendly dashboard accessible to all levels of decision making during a project life cycle. The purpose of the dashboard is to enable use of collected data for internal and external stakeholders of the project. Hence, the monitoring system needs to capture observable associations between the child’s growth and the underlying factors of malnutrition. A pilot version of this dashboard has been created with dummy data from two districts in Madhya Pradesh.

The dashboard will include the following main characteristics:

• Uses PowerBI for visualization through graphs and diagrams for better understanding and planning. It facilitates inter-village/inter-cluster comparisons to identify patterns in geographical clusters. Comparisons between countries and entire regions is envisioned in the long run (i.e. as soon as the program is scaled and corresponding data is available).
• It will become a part of a bigger Knowledge Management Platform.
• Varied levels of access for different stakeholders. For instance, partner level field implementers should be able to access household level data while external stakeholders should only see aggregates.
• It enables triangulation of indicators/data to identify the drivers that are working well and those that are not vis-à-vis nutritional outcomes. 10 core indicators related to practices impacting child nutrition that should be integrated into the dashboard have already been identified. Data based on these indicators will be collected by the program teams during the piloting phase.
• Map view to enable the viewer virtually to navigate through the program villages. The map is envisioned to include a traffic light system (green, yellow, red) indicating the nutrition status of target villages based on various KPIs. The consultant can suggest improvisations for the visualisation.
• The resource friendly development of an integrated monitoring tool for Welthungerhilfe and partner institutions to enhance more effective capacity building, learning, bottom-up advocacy, and fundraising.
• Data should be fed into the dashboard via a simple data flow. This should ensure that the knowledge about setting up, maintaining, and scaling the dashboard and data flow can be passed on from the consultant(s) to WHH colleagues.

 Scope of Work

The primary objective of this consultancy is to support the development of the above-mentioned data dashboard and corresponding data architecture from end-to-end (i.e. from idea, via proof of concept to deployment). The consultant(s) is expected to:

• Suggest, provide, and drive solutions for managing, processing, and analyzing real time data, and visualizing the key results in Power BI on identified indicators to support decision-making process
• Integrate and pilot updated questionnaires for data collection based on 10 core indicators (already identified)
• Analyze/understand user/stakeholder needs (partner organization teams, WHH teams) & capacities (e.g. in forms of user stories) and provide technical & technological advice for the system
• Suggest solutions for and support set-up of a simple and comprehensible data flow and  appropriate data architecture (collection via CommCare – ETL – visualization in Power BI)
• Recommend and support optimization of backend data management given that multiple partner organizations will be contributing to data (i.e. set up a coherent and commonly used workspace and its permissions for each of the members)
• Code and test server filters for activities and beneficiaries in line with the user permission levels (where needed)
• Incorporate a map view indicating nutritional status of target villages
• Develop a standard operating manual and recording that will document step-by-step the development process and guide users on the use of the system
• Develop a Data Management Procedure that explains how data are processed and protected. This is to support WHH’s commitment to protect data adequately, to mitigate the risk of data deletion, loss and breaches, and to comply with data protection regulations
• Drive roll-out by providing appropriate training and managing transitions among concerned teams to create ownership and acceptability
• Pilot, monitor, troubleshoot, and fine tune the system for up to 6 months after rollout
• The consultant will work closely with core team of Nutrition Smart CommUNITY including M&E experts, and as per need with the consultants developing the overarching Knowledge Management Platform.

Deliverables

The deliverables to be provided in the consulting service result from the tasks described in the previous chapter “Scope of Work”:

• Compilation of user stories that can be used to analyze/understand user/stakeholder needs
• Simple and comprehensible data flow and appropriate data architecture from data collection via CommCare to visualization in PowerBI
• Power BI file (optimized for mobile view) including the NSC dashboard with different levels of user permissions to be embedded in a (password-restricted) Dashboard webpage
• Collaboration workspace for users with different permission levels
• Standard Operating Manual and Recording
• Data Management Procedure

Eligibility

Applications are open to individuals, non-profits, or registered firm/company both international and local based.

Applicants should have the following skills and qualifications:

• Excellent analytical, detail-oriented, presentation and problem-solving skills
• Proven work experience as a Data/System analyst and developer including use of web enabled systems
• Very good data modeling skills and knowledge of analytical & relational databases and various ETL tools (preferably Azure)
• Strong experience in in developing data visualization tools/dashboards using MS Power BI
• Experience in Software Development (e.g. web development in JS, PHP and/or HTML)
• Advanced degree (Masters level) in a relevant field (computer science, data/information management, advanced statistical analysis, information technology, software engineering and Monitoring and Evaluation)
• Prior experience in development of an information management system for humanitarian organization will be an added advantage.
