About the Organization
The Project Concern International, India office was incubated two decades ago with a mission to accelerate a broad range of health and development outcomes in India. The use of innovative techniques for community mobilization, social behaviour change communication (SBCC), capacity building of grassroots levelstaff and cadre, and last-mile connectivity using low-cost technologies are prominent features of PCI India’s programs.
About the Proposal
Lymphatic Filariasis (LF) or elephantiasis, a mosquito-borne infectious disease is a disfiguring and disabling disease. India bears 40% of the global disease burden of LF with 328 LF endemic districts from 20 states and UTs. Government of India is committed to eliminating LF as a public health problem. Annual Mass Drug Administration (MDA) and Morbidity Management and Disability Prevention (MMDP) are the two pillars of India’s strategy for LF elimination.
Project Concern International (PCI), with support from Bill and Melinda Gates Foundation has been implementing “Social Mobilization for Lymphatic Filariasis Elimination in India” since 2017. Wherein, PCI is providing technical support to the National Vector Borne Disease Control Program (NVBDCP) to integrate effective social mobilization strategies within the LF elimination program. The key objective of the project is to generate demand through social mobilization efforts specifically by leveraging several existing platforms and channels such as State Rural Livelihoods Missions (SRLMs), Panchayat Raj Institutions (PRIs), and schools to improve compliance at the population level. For stimulating demand and improving compliance, the project emphasizes: (a) creating awareness about the disease, its consequences, prevalence, local endemicity, and possibility of prevention through Mass Drug Administration; (b) popularizing the MDA dates among the community in program localities; (c) engaging communities to improve drug compliance; and (d) building capacity of health workers on Inter-Personal Communication.
Objective
To a great extent, elimination of LF depends upon the program’s ability to achieve and sustain the threshold drug compliance level of 65% by the at-risk population. Since Dec 2017, PCI-India has provided technical support to NCVBDC (National Centre for Vector-Borne Disease Control) in the elimination of LF. Under the stewardship of NCVBDC, this support aims to accelerate preventive LF drugs demand in the community. PCI does post MDA compaing assessment after each MDA in rural and urban areas of the district. Data shows that drug compliance is poor in urban areas if we compare with rural areas therefore some different kind of social mobilization intervention is needed for awareness generation. PCI-India is therefore seeking one agency which could plan a communication and social mobiziation campaign in Urban area of Bihar state (Begusarai, Bhagalpur and Muzaffarpur and entire district of Arwal). Jharkhand state (Dumka Godda, Chata, Jamtara, Latehar, Saraikela and Palamu districts) to achieve the set target of 65% DOT. This assignment has following expectations:
Deliverables
Selected agency needs to design and carry out communication and social mobilization campaign in Urban area of Bihar state (Begusarai, Bhagalpur and Muzaffarpur and entire district of Arwal). Jharkhand state (Dumka, Godda, Chata, Jamtara, Latehar, Saraikela and Palamu districts) with following deliverables.
- Urban area of Bihar state (Begusarai, Bhagalpur and Muzaffarpur and entire distrct of Arwal) and of Jharkhand state (Dumka, Godda, Chata, Jamtara, Latehar, Saraikela and Palamu districts)
- Four road shows per day in each aforesaid district to be conducted in assigned locations for 15 days togenerate awareness about anti filarial drugs during mass drug administration campaign.
- Creative team of the vendor needs to bring some innovative ideas to equip the vehicle with right tools i.e cutout of lymphedema patient, preventive drugs, drug providers etc.
- One facilitator per vehicle will be required to facilitate the process and to talk about disease, preventive and curative aspect of it and the date of mass drug administration campaign in assigned area.
- Vehicle should have audio visuals to play video/audios.
- Total E Rickshaw required with audio visual and lights- 10 Nos. in each assigned areas for 15 days.
- E rickshaws should be well decorated with IEC material.
- Material development will be done by the agency and PCI will be giving inputs for the same.
- Audio visual tools should be there in all E Rickshaws to play audio.
- Awareness generation through 1000 auto rickshaws in each district by doing LF and MDA branding on auto rickshaws.
- Autohood branding should be done in auto rickshaws, having operation in urban areas.
- PCI will required details of all the auto rickshaws i.e Driver name, contact details and registration number with route.
- Two debates on LF elimination program in two leading local news channels in Bihar preferably AAJ Tak Bihar and News 24 Bihar.
- Minimum 30 minutes debate should be there which could allow people to call the speakers to ask questions.
- It should be done in evening to get more hits.
- We need to start campaign from 12th to 28th October 2022. Route plan will be developed by the state team of PCI Bihar and Jharkhand team.
- Getting necessary approval to conduct such road shows and miking through E rickshaws will be the responsibility of agency.
- Agency needs to provide complete plan of action and PCI will monitor it on day to day basis.
- Reporting of the campaign is needed on daily basis from the agency on the format given by PCI.
