CARE India Solutions for Sustainable Development (CISSD) a company registered under section 25 of the Companies Act, 1956 (now section 8 of the Companies Act, 2013 ) having its corporate office at A-12, ‘Module No. 411 | 4th Floor | NSIC-MDBP Building | Okhla Industrial Estate, Phase-III New Delhi – 110020”. 

CISSD is a not-for-profit organization, working for the empowerment of marginalised women and girls and focusing on alleviating poverty and social injustice through well planned and comprehensive projects in health, education, livelihoods and disaster preparedness and response. CISSD is implementing several livelihood programmes in India. Recently, CISSD has been awarded new projects in three locations viz. Punjab (Bathinda district), Gujarat (Chhota Udepur district) and Madhya Pradesh (Damoh district). The projects will aim to promote sustainable agriculture practices, natural resource management, capacity building of community-based organizations, enterprise promotion & support and ecosystem integration. The three projects will collectively reach out to approx. 35,000 smallholder farmers and their families directly. For implementation of proposed activities on ground, approx. 80 Community Resource Persons (CRPs) will be trained as trainers on relevant thematic areas to build the capacities of communities. These CRPs will also be equipped with digital devices such as Tabs or smartphones which will be used for accessing an app-based platform to enter project level data.

Thus, need for the following data management needs to be addressed for CISSD’s livelihood projects.

• Profiling of project participants including social, economic, occupational, productivity profile for baseline and other studies
• Monthly field planning dashboard of Community Resource Person
• Project progress tracking
• Training records
• Infrastructure mapping promoted under the project
• Monitoring and assessment against key indicators for the project at output and outcome levels

To achieve the program objectives stated above, CISSD team requires a robust IT enabled data collection & monitoring system. Mobile App will be used by field level program teams for screening the interested farmers, collecting their baseline data, planning of activities & monitoring of interventions for each beneficiary The web interface should facilitate real-time data capturing related to livelihood project and project monitoring to automate flow of information in real-time from project intervention villages, blocks, district, state and national aggregate level to enable timely review of progress and project implementation and support CARE team in drawing real-time insights. Interested agency/vendor(s) should be able to support in design and development of the system. CISSD wishes to engage with an experienced agency to deliver the system as specified along with following deliverables and more.

• Fully functional (Tested, debugged) application as agreed upon System Requirement Specifications (SRS) and Functional Requirement Specifications (FRS).
• Full documentations including information architecture, database schemas, flowcharts etc.
• Well commented code base
• Well indexed User Manual.
• Post-delivery software maintenance with an active user helpdesk.

CISSD would like to engage an Agency for Web-Based Management Information System (MIS) with Geo tagging and mobile application (Android) for livelihood project We kindly request you to submit Technical and Financial Proposal (Two bids/Separately) via email. Financial Proposal should be password protected and financial proposal password will be asked at later stage.
