Request for Proposal for Impact Assessment of ITC’s Partnership Programme with NITI Aayog for Agriculture and Allied Sector Development in 27 Aspirational districts
Background:
ITC plans to undertake a comprehensive study to assess the impact of the programme implemented in partnership with NITI Aayog for improving performance in Agriculture and Allied Sectors in 27 Aspirational Districts of 8 states (refer to Annexure - 1).
Key Objectives and Scope of Work
The study objective is to assess the extent and nature of impact of the programme against the baseline situation and also to assess the efficacy of development approaches implemented by ITC. The specific indicators to be assessed are as follows, which will be further developed by the agency and finalised at the inception stage in consultation with the ITC team.
Geographical Spread
The study will cover 27 districts listed in annexure -1 The agency is expected to draw up a sampling plan to conduct the impact assessment survey (to be shared on finalization of agreement).
Requirements from the Agency:
I. Go through the baseline report available with ITC.
II. Develop a sampling plan for farmers and other stakeholders like the government. Sampling plan should be at the district level.
III. The sampling methodology takes care of neutralizing all external factors so as to ensure that the results are the most accurate representation of the field situation.
IV. For each scope, identify specific key indicators in consultation with ITC.
V. Field testing of the questionnaire to be done with initial set of respondents and based on the feedback, entire study to be executed.
VI. The agency to submit a detailed proposal and quotation strictly as per the formats provided in Annexures.
VII. Regular sharing of emerging data and trends with ITC in order to incorporate the feedback in the report.
VIII. One national level report for entire programme and 8 state wise-reports with district level analysis to be submitted – Total 9
Implementation Plan
The agency is required to propose a detailed implementation plan for the assignment. It must be noted that the implementation plan should account for geographical distribution of the sample covering intervention.
Timeline
The agency proposes a suitable timeline taking Covid related restrictions and limitations into account.
