Selection of Technical Consultant - RFP for Preparation of Master Plan for Holistic Development of Great Nicobar Island in Andaman & Nicobar Islands

About the Organization:

National Institution for Transforming India, also called NITI Aayog, was formed via a resolution of the Union Cabinet. NITI Aayog is the premier policy ‘Think Tank’ of the Government of India, providing both directional and policy inputs. While designing strategic and long term policies and programmes for the Government of India, NITI Aayog also provides relevant technical advice to the Centre and States.

Scope of Proposal:

Detailed description of objectives, scope of services, deliverables and other requirements relating to this consultancy are specified in RFP. In case an applicant firm possesses the requistic experience and capabilities required for applicant firm possess the requistic experience and capabilities required for undertaking the consultancy, it may participate in selection process either individually (the Sole Firm) o as consortium of firms (the Consortium) in response to this invitation. The term applicant will apply to both single entity or a consortium and its members.

In case the applicant is a consortium, it shall comply with following additional requirement to be eligible:

  • No. of members in a consortium shall not exceed 3
  • Subject to provisions of sub-clause, the application should contain the information required for member of consortium
  • Members of consortium shall nominate one member as lead member. The nomination shall be supported by power of attorney, as per format in this RFP, signed by all other members of consortium. The duties responsibilities and power of such lead member shall be specifically included in joint bidding agreement. It is expected that the lead member would be authorized to receive instructions and payments for and on behalf of consortium.
  • The application should include a brief description of roles and responsibilities of individual members
  • An individual applicant cannot at same time be a member of a consortium applying for consultancy. Further, a member of a particular consortium cannot be member of any other consortium applying for consultancy
  • Members of consortium shall enter into a binding joint bidding agreement, for the purpose of submitting along with application
  • No change in composition shall be liable jointly and severally for all obligations for consultant in relation to the consultancy until completion of services in accordance with the agreement

Criteria:

Technical Capacity:

The Applicant shall have over 10 years preceding the PDD, undertake a minimum 5 years eligible assignments as specified in Clause 3.1.4. In case of atleast 3 eligible assignments should be of the lead member of the consortium and other 2 may be other members of consortium.

Financial Capacity:

The applicant shall have received a minimum income of Rs.100 crore or US $13.2 million per annum from professional fees during each of 3 financial years preceding the proposal due date. For the purpose of evaluation, applicants having comparatively larger revenues from professional fees shall be given added weightage. For avoidance of doubt, professional fees here under refers to fees received by applicant for providing advisory or consultancy services to its clients

No of Proposals

No applicant or its associate shall submit more than one application for the consultancy. An applicant applying individually or as a associate shall not be entitled to submit another application either individually or as a member of any consortium as the case may be

Cost of proposal:

The applicants shall be responsible for all costs, associated with preparation of their proposals and their participation in selection process including subsequent negotiation, visits to authority, project site, project office, etc.
