About the Proposal
The COVID-19 pandemic had a profound effect on the HIV/AIDS services especially during countrywide lockdown resulting in interruption of HIV prevention and treatment services for people living with HIV (PLHIV) and key populations (KPs) including female sex workers (FSW), men who have sex with men (MSM), transgender (TG) population and people who inject drugs (PWID). The Global Fund for AIDS, Tuberculosis and Malaria (GFATM) supported the Government of India with the Global Fund Crisis Response 19 grant to National AIDS Control Organization (NACO) to support pandemic preparedness and mitigate impact of COVID-19 on HIV/AIDS service delivery; building community-based COVID-19 testing and treatment centers and awareness generation on COVID-19 prevention through information, education, and communication (IEC) messages.
In India, Technical Support Unit (TSU) under NACO has been in existence for more than two decades and was established to provide support to the State AIDS Control Society (SACS)/ Targeted Intervention (TI) program across the country in implementing National AIDS Control Program (NACP) especially HIV prevention among key, bridge, and rural populations. Currently, there are 17 TSUs at the state level that are implemented through local NGO partners including Hindustan Latex Family Planning Promotion Trust, India Health Action Trust, Society for Promotion of Youth and Masses, Public Health Foundation of India and Plan/India. Under NACP 5, newer strategies of community system strengthening (CSS), Sampoorna Surakhsha Kendras (SSKs) and District Integrated Strategy on HIV/AIDS (DISHA) as well as strengthening interventions in prisons and other closed settings and One Stop Centers for TG and PWID have been introduced by NACO for which SACS needs technical assistance (TA) and mentoring. In addition, the scope of work of the existing TSU staff needs to be reviewed and changed to include TA on the newer strategies across the HIV prevention continuum. To ensure nation-wide availability of TA on (i) implementing NACP and (ii) building capacity on pandemic preparedness systems that are resilient, responsive, and enduring to sustain epidemic control of HIV, NACO is currently exploring to set up a regional/cluster TSU model to cover all 28 states and 8 union territories.
NACO has requested PEPFAR program in India (USAID/India and CDC/India) to assessing the existing TSU structure and pilot the implementation of a new model across India. The GFATM TA funding from USAID will support the assessment of existing TSU models and designing as well as implementing the revised regional model in all states except the North-eastern cluster which will be supported by CDC/EGHS (Enhancing Global Health Security).
Tasks
FHI 360 needs to hire the services of an agencyto hire and manage manpower, payroll benefits and administration of consultants to be hired as the team for GFATM TA project as per the list below.
The selected candidates will be employees of Management Agency within all possible interpretations under Industrial Disputes Act 1947 or any other law to confirm employer-employee relationship between Agency and the selected candidate. The said employer-employee relationship between Agency and the selected candidate has no relevance whatsoever with the deputation of candidates at FHI 360.
