About the Proposal

In connection with its operations, OIL invites Local Competitive Bids (LCB) from  competent and experienced / approved Contractors / Firms for the mentioned work /  service under OPEN E-TENDER SINGLE-STAGE TWO-BID SYSTEM through Government e-Marketplace (GeM) Portal for “Hiring services for evaluation & impact assessment (socio-economic assessment based on SROI framework), financial certification and documentation of case studies and success stories of OIL’s CSR projects/activities in Assam, Arunachal Pradesh or any other location in North East region and across India as OIL may decide for their interventions”. You are invited to submit your most competitive bid against this tender on or before the scheduled bid closing date and time through GeM Portal.

 Scope of Work

“Hiring services for evaluation & impact assessment (socio-economic assessment based on SROI framework), financial certification and documentation of case studies and success stories of OIL’s CSR projects/activities in Assam, Arunachal Pradesh or any other location in North East region and across India as OIL may decide for their interventions”.

Special terms and conditions:

  • Hiring services of a specialized agency for evaluation & impact assessment (socioeconomic assessment based on SROI framework), financial certification and documentation of case studies and success stories of OIL’s CSR projects/activities in Assam (OIL's operational districts and Aspirational districts), Arunachal Pradesh (OIL's operational districts and Aspirational districts) or any other location in North East region and across India as per the number of years specified in each of the projects mentioned in Clause V.

Broad objectives of the study:

  • Authentication of timely implementation of targets and completion of project cycle.
  • Actual achievement and proper utilization of earmarked CSR funds.
  • Evaluation and assessment of impact (socio-economic), effectiveness, relevance and sustainability generated by the various CSR projects amongst the beneficiaries.
  • Financial Certification of CSR projects.
  • Documentation of case studies and success stories of CSR projects

Assignment submission timeline: 06 months from the award of Work Order

Methodology expected to be followed: Social Return on Investment (SROI)

  • Setting Scope
  • Identification of sample size
  • Stakeholder analysis
  • Mapping outcomes
  • Evidencing outcomes
  • Documenting success/case stories
  • Calculate SROI

Eligibility

  • Bidder must have experience of successfully completing at least one SIMILAR work of value Rs. 9,00,840.00 (Rupees Nine Lakh Eight  Hundred Forty) only in previous 07 (seven) years reckoned from the original bid closing date with PSUs / Central Government / State Government Organization / Public Limited Company.
  • The Bidder must The Bidder must be a registered entity. Mandatory Documentary evidence of incorporation must be mandatorily furnished along with the bid.

Following work experience will also be taken into consideration:

  • If the prospective bidder is executing similar work which is still running and the contract value/quantity executed prior to original bid closing date is equal to or more than the minimum prescribed value in the BEC.
  • In case the start date of the requisite experience is beyond the prescribed 07 (seven) years reckoned from the original bid closing date but completion is within the prescribed 07 (seven) years reckoned from the original bid closing date.
  • If the prospective bidder has executed a contract in which similar work is a component of the contract.

Annual Financial Turnover of the bidder in any of preceding 03 (three) financial / accounting years, reckoned from the original bid closing date should be at least Rs. 5,40,504.00 (Rupees Five Lakh Forty Thousand Five Hundred Four) only.

Net worth of bidder must be positive for preceding financial / accounting year.

Bids are to be submitted through GeM Portal. Vendors must use their GeM  Seller ID and Password for participation in the tender. Vendors who do not have GeM Seller ID must register themselves as Seller in GeM Portal by visiting Government e-Marketplace Website - https://gem.gov.in/.
