RFP- Housing Ecosystem Analysis and Strategic Planning for Habitat’s India Country Strategy

Background

Habitat for Humanity (HFH India) plans to update its strategic (program and funding) strategies due to changing community & housing needs of the vulnerable communities and groups in India, the working environment of the organization, and to implement HFH International’s Theory of Change (TOC). To do so, HFH India will hire consultant/s to help it assess:

• the needs and issues of the vulnerable communities and groups in relation to housing.
• Key trends and effects of the country’s political, economic, social and technological (PEST) changes to the housing Ecosystem in India and it implications on HFH India’s operations and sustainability such as:
• Covid-19 pandemic, causing a rise in poverty, unemployment and loss of income among slums and informal settlers.  
• Concentration of population in urban areas, causing shortage of land and further increasing urban housing deficits.
• Lack of systemic support/ local corporate donor funding for housing, particularly due to the CSR law.
• The Pradhanmantri Awaz Yojana (PMAY) Scheme, which was launched in June 2015 by the Government of India to provide affordable housing to the urban poor by 2022. The program provides financial support to the weaker sections of society, becoming an opportunity for HFH partnership.
• its areas of improvement, comparative advantage and program interventions in relation to HFH International’s TOC and the findings from the above bullet points.
• local donor trends, priorities and opportunities to help build HFH India’s funding and sustainability strategy.

Phases and Activities of the HFH India Country Strategy:     

Phase 1: Carry out an organizational analysis:

Facilitate HFH India to review their organizational performance

• Evaluate & reflect on organization’s program performance last 3 yrs. (Targets vs. actual/ housing needs vs. actual program interventions (outputs & outcomes if possible)
• Determine organizational Strength, Weakness, Opportunities and Threats (SWOT).
• Identify PEST trends/ influencers to housing and Habitat India (operational and financial), including laws, policies, budget allocations at the state and national levels, and social practices at community via desk top review.
• Evaluate & reflect on organization’s MEAL approach and performance last 3 yrs.

Carry out a Housing Ecosystem Analysis

• Conduct primary data collection in key states where Habitat has its core interventions, determining & analysing target community needs, issues, and the results of the various interventions of HFH India. This should include an assessment of who the target population is based upon who experiences more exclusion and vulnerability.
• Analyse the housing ecosystem through secondary data for program and funding opportunities.
• The housing ecosystem analysis should clearly articulate how the housing program areas of habitability, basic services, land tenure, and housing affordability relate to systemic inequity experienced by the target population and key contextual trends (the PEST trends identified by HFH India).
• Liaise with Habitat’s global and regional working groups to ascertain the current developments, especially Global Impact 2025 Initiative.  

Phase 2: Conduct a review of Habitat India’s donor landscape in relation to findings from Phase 1

• Conduct a donor landscape analysis (corporate, FOI and individual giving)
• Determine concrete funding opportunities and priorities of HFH India with justifications
• Develop a preliminary funding/ sustainability strategy for HFH India given initial program interventions, PEST, TOC and donor landscape.

Phase 2 Deliverable 2: Prepare Midterm Report for review and feedback

Provide an initial outline and report containing the following aspects:

• Preliminary comparative advantage and possible value proposition to the housing eco system and local donors.
• Preliminary program interventions
• Needed partnerships/ stakeholders to implement program interventions.
