Terms of Reference (ToR):

UNFPA requires the provision of Base-Line Evaluation for Taalim-i Naubalighan, Adolescence Education Programme (AEP) in Madrasa, Bihar. The objectives of the study are as follows:

  • To understand the socio, economic, educational background of Madrasa students;
  • To understand the current ecosystem and functionality of Madrasa education;
  • To understand the knowledge, attitude, and practices among the on-going Madarsa students;
  • To understand the need and demand of life skills among the parents, teachers, and students in Madrasa; and
  • To understand social security, aspiration, and methods of strengthening the system of Madrasa to establish it as Institution of Transformative Learning.

This Request for Quotation is open to all legally constituted companies that can provide the requested services and have the legal capacity to perform in the country, or through an authorized representative.

Background:

Taalim-i Naubalighan, - Adolescence Education Programme (AEP) in Madrasa United Nations Population Fund (UNFPA) is supporting the Government of Bihar and Bihar State Madrasa Education Board to implement Adolescence Education Programme (Taalim-i Naubaalighan) across over 2500 government-funded/recognized Madrassa in the entire state of Bihar.

Objective of the project:

Scaling up of Taalim-i Naubalighan curriculum/teaching across 2500 Madrasas of Bihar to strengthen the cognitive capital of Madrasa Students. And in due process, the project will strengthen and capacitate the systems (Madrasas & Board) to effectively address the needs of Adolescents in Madrassa.

Objectives of the study:

UNFPA, Bihar State Office is seeking a qualified institution (company, academic institution, and/or foundation) with expertise in the areas of adolescent education, health, and wellness to support the Office in conducting a Baseline Evaluation study of the Taalim-i Naubalighan, --Adolescence Education Programme (AEP) in all Madarsas in Bihar.

The objectives of this baseline evaluation research are:

  • To understand the integrated approach of the project in developing the cognitive skills of the Madrasa students.
  • To assess the knowledge, attitude, and practices on adolescent health and well-being issues.
  • To assess the need for Life Skills Education on promoting positive behavior and healthy practices.
  • To assess change in the mindset of community members especially parents on harmful practices and gender norms.

The following is a list of illustrative key evaluation questions:

The baseline study will explore the aspects on the empowerment of adolescent students, especially those from the marginalized and vulnerable populations by enhancing their knowledge on health, social and economic issues so that they can exercise their agency.

  • The study shall emphasize understanding the need and utility of education through rationale building and asking questions.
  • What will be the key areas of implementation in improving understanding of cognitive skills?
  • What are the socio-economic, educational, and aspirations of the Madrasa students and their families?
  • What is the level of access to sources of basic living conditions such as (water, electricity, cooking gas, toilets etc.)?
  • What is the level of knowledge among the students of Madrasa on various adolescent health, gender equality, and harmful practices?
  • The baseline shall answer the basic questions regarding the understanding and acceptability of fixed norms/ rules and rituals practiced at the household and community level.
  • The study must explore the need, for the creative expressions (debate/hobbies/sports) of the Madrasa students.
  • The study shall explore the knowledge level of basic understanding of the adolescent adaptability regarding bodily changes/menstrual cycle/ vaccination etc.)
  • The study will explore the understanding of the needs of social security nets on individual and household level.
  • The baseline shall cover the understanding of the students on technology, its` applications, and usability.

Duration: The study will have to be completed in 3 months duration after signing of the contract. (1st March to 31st June 2021)

Tasks to be completed by the selected agency:

The selected agency will have to complete the following tasks under the assignment:

  • Review existing materials, data, and documentation relevant to adolescent health projects in Bihar;
  • Facilitate a consultative process involving key stakeholders to identify information/knowledge gaps concerning adolescent health and define the scope and priorities for the research
  • Based on the feedback of stakeholders, develop a detailed work plan and inception report, including the methodology for the research, in consultation with UNFPA
  • Develop, pilot test, and finalize data collection tools
  • Recruitment and training of field investigators and supervisors on data collection tools
  • Field visit for data collections
  • Data analysis plan and data analysis
  • Draft of the research report
  • Revise edit and finalize the report based on feedback from UNFPA and other stakeholders; and
  • Support the facilitation of a policy brief based on the research findings.
