About the Organization:

People’s Rural Education Movement (PREM) is a secular, humanitarian, non-political and non-governmental organization working for the development of Adivasi (indigenous), Dalit, Fisher folk and other marginalized communities of Odisha and other states of India. PREM is registered as a Voluntary Society under the Societies Registration FCRA Act of India. PREM is an accredited member of the Credibility Alliance of NGOs in India. The primary objectives of PREM’s development programmes are to spread education, improve healthcare, implement livelihood initiatives, build capacity for good governance, and promote and protect the rights of children and women among marginalized communities.

Background:

Women and girls have always been a very important stakeholder group for United Nations Population Fund (UNFPA) supported initiatives. Given the more clearly understood advantages of investing in women and girls, the Fund has positioned them at the centre of its Strategic Plan. Based on the three core goals, zero harmful practices against girls and women is one of them.

In this backdrop, United Nations Population Fund (UNFPA) in partnership with local NGO, Peoples Rural Education Movement (PREM) is going to implement a project for “creating an enabling environment for girls and women in Odisha working through Panchayats and  Women Self Help Groups. Prior to implementation, a baseline assessment is planned to guide the project for strategic intervention, monitoring and evaluation.

Objective

This assignment is intended to establish baseline levels for project indicators and their present status so as to plan strategic interventions to demonstrate a model of promoting girl friendly Panchayats in the district. Also this will focus on exploring the scope of convergence of various programmes and schemes of the government so that girls have a positive and gender equitable environment.

The collected data will inform future mid-term and end of project evaluations and will allow to measure and attribute project’s outcomes and impact.

Therefore, the immediate objectives of this consultancy are: Designing appropriate tools and methodology in consultation with UNFPA and partners, to collect the required baseline data

The specific objectives of the proposed baseline survey are

  • To provide block wise situational analysis of the current status of girls and women in the district in terms of child marriage, education, domestic violence etc.
  • To establish key indicators and the sources of information related to status of women and girls in the district in terms of education, issues around child marriage, domestic violence, health and well-being for future tracking and reviewing at Panchayats and blocks.
  • To assess the scope for integration of programmes for vocational training, skill development, continuing education for a gender equitable environment
  • To explore perspectives of the key stakeholders towards promoting girl friendly panchayats.

The baseline questions are:

  • What are the types and extent of engagement of WSHGs on women issues?
  • How the PRIs are involved and what are the steps they are taking for addressing the issues of women and girls?
  • What are the main issues related to girls and women persisting in the district?
  • Who are the stakeholders involved in prevention of violence against women
  • What are the existing committees/ meeting platforms to discuss the gender issues in the panchayat? Who are the members of the committee?
  • What is the block wise status of the women and girls based on certain indicators?
  • What are the ways to engage with panchayat towards reducing social acceptance of discrimination, harmful practices and violence against women & girls? (this includes building collaborative relationships between multiple stakeholders at different levels, as well as with SIRD and SCSTRTI, and convergence of schemes)
  • How can a panchayat ensure that women and girls from marginalised communities are able to overcome the multiple exclusions they face and are able to build a support system that enable them to lead lives to their fullest potential? (this would try to address multiple axes of discrimination of tribal/Dalits and women from other marginalised groups)
  • What are the means to engage with men and boys at community and panchayat level to reduce discrimination and VAW&G?

Baseline assessment approach and methods:

  • Secondary data analysis including data from child line, one stop centre etc
  • Desk review of the programs related to violence against women particularly in the area of policy, behaviour and protection
  • Both quantitative and qualitative data collection (Focus group discussions and key informant interviews) and analysis of information from different stakeholder’s consultations

Deliverables:

  • Produce a high-quality base line assessment report written in English (text must be edited free from spelling mistakes and unclear linguistic formulations).
  • Documentation of the baseline survey methodology including methods, survey questionnaires and tools and final analysis
  • A set of recommendations on suitable indicators for program monitoring during the implementation and scale up of activities.

Contents of the Baseline Assessment Report:

The report should be 20 to 25 page-long (excluding annexes) and consist of, but not limited to:

  • Cover page
  • Table of contents
  • List of abbreviations and acronyms
  • Executive summary
  • Introduction
  • Background
  • Methodology
  • Limitations
  • Findings and discussion
  • Analysis of key issues, especially contextual issues, that may inform implementation of the project
  • Conclusions
  • Recommendations
  • Annexes
  • Providing presentation of the results by using block-disaggregated data.

Selection criteria

Essential areas of expertise:

  • Academic background from social sciences field with minimum MSc. title and five years of working experience in research institution.
  • Experience and knowledge in designing and conducting research or baseline studies targeting different audiences, using mixed methods including qualitative and quantitative data collection, and participatory studies with community members
  • Demonstrable expertise and prior experience on violence against women, women’s right and gender equality Preferably prior experience with projects targeting panchayati raj institutions and women self helf Help Groups.
  • Excellent communication skills, both verbal and written, and excellent skills in data analysis
  • Experience in Odisha context and Cultural sensitivity is highly preferred
  • Ability to write high quality, clear, concise reports in English
