About the Organization:
Nutrition International, formerly the Micronutrient Initiative (MI), is an international not for profit agency based in Canada that works to eliminate vitamin and mineral deficiencies in developing countries. Micronutrient deficiency is a form of malnutrition and is a recognized health problem in many developing countries.
Background
Since 2005, Nutrition International (NI) (formerly known as Micronutrient Initiative), under Global Affairs Canada (GAC) grant, has extended technical support to the Ministry of Health and Family Welfare (MoHFW) and state governments of Chhattisgarh (CG), Madhya Pradesh (MP) and Uttar Pradesh (UP) to prioritize, operationalize and strengthen the bi-annual Vitamin A supplementation (VAS) program and sustain coverages.
Overall NI ensured that VAS activities and budgets were included in the state’s planning and program review. NI also supported in drafting operational guidelines, performance reports of the semi-annual VAS rounds based on monitoring reports which supported the states to estimate coverage, assess the stock, ensure completeness of the list of eligible children. In addition to the above NI also developed IEC materials on VAS for awareness generation.
Objectives of this consultancy
The main purpose of the process documentation is to assess the degree to which the program improvement components that NI supported at the district level are continued to be used and practiced, and coverage is sustained in three NI program states. Additionally, to also document lessons learnt and recommendations for any future program phase-out approaches Which will also help to document the impact of NI’s gradual phase-out on the VAS programme.
Scope of work
The scope of work is divided into two parts: in the first part, the agency/consultant will undertake: 1) a desk review of existing NI program documents, annual reports, government circulars, SOPs, training manuals, national-level data and NI program-specific data and any other relevant materials (HMIS) and 2) the agency/consultant will develop interview guidelines/semi structured interview schedules, conduct interviews (using the developed tools with select key informants. This includes NI team members (national, state), concerned govt. officials (state, district, block) and other relevant vital stakeholders. Further, the agency/consultant will also visit VAS session sites (a few in 2nd round VAS in 2020 and few in 1st round VAS session sites in 2021) in select blocks of select districts to observe the actual implementation of VAS program as well as interact with service providers, families of beneficiaries to capture their perceptions.
The following sections below describe the scope of the work:
- Section A: Review of secondary literature and program data
- Section B: Document the VAS program in the phase-out stage
- Section C: Develop a field plan/tools for data collection
- Section D: Field visits and data collection
- Section E: Development of the process documentation report
- Section F: Photo-documentation.
Qualifications experience required to complete the task by agency/consultant:
- Individual/PI with minimum master’s Degree in social sciences with experiences at least 10-15 years, preferably in public health, nutrition, epidemiology, sociology or related disciplines
- Excellent qualitative research and interviewing skills
- Excellent written and verbal communication skills
- Technical knowledge and familiarity with the VAS program is desirable
- Agency/individual with at least 5 years of demonstrated experience in research, writing and production of documents related to program process documentation.
- Familiarity/ knowledge of VAS program in India
Required Qualifications of the agencies:
The team for data collection needs to have the required qualifications and experience of collecting data from households and other government officials:
- Principal Investigator (PI) will be one of these team members and should hold a Ph.D. degree and a minimum of 10 years’ experience in leading the research on a theme relevant to the project. The PI should have demonstrated capacity to successfully design, implement and manage large-scale research or program impact evaluation studies, be capable of convening a multidisciplinary team of researchers to cover the needs of the project and have a strong track record for timely completion of similar projects. Manifested quality of prior work through the publication of research findings in high impact peer review journals is a plus. The PI must commit to directly guiding the project team and ensuring all protocols are implemented and completed according to the final NI-approved proposal and timeline for all deliverables.
- Nutrition Epidemiologist/Nutrition Expert with Ph.D. level training and more than 5 years’ experience (or Master’s degree and 10 years’ experience) in designing and conducting epidemiological studies which include micronutrients supplementations. A track record for publications in high impact peer-reviewed journals is a plus. This individual will directly guide the survey in collaboration with and approval from NI, along with any other responsibilities, including guiding the qualitative research expert in analyses of data collected knowledge and practices by the community and service providers, as appropriate for the proposed survey design.
- Qualitative research expert with more than 5 years’ experience in conducting research on effectiveness and impact of population-level interventions on health and nutritional status especially on micronutrient supplementations and public health aspects. Well versed in qualitative research packages like NVivo, Atlas TI. etc. A track record for publications in high impact peer-reviewed journals is a plus. The qualitative research expert will critically review the methodology, sampling procedure, data collection and indicator creation, development of interview guide and basic analysis plan. This individual will provide technical guidance on data collection from the community and other health staff.
The study team’s up-to-date CVs with current availability and level of time commitment and previous/current grants obtained must be provided to NI as an annex to the project proposal.
