About the Organization:

UNFPA, the United Nations Population Fund (UNFPA), is an international development agency that works to deliver a world where every pregnancy is wanted, every child birth is safe and every young person’s potential is fulfilled. UNFPA is the lead UN agency that expands the possibilities for women and young people to lead healthy sexual and reproductive lives.

Background:

1. United Nations Population Fund (UNFPA) is supporting Government of Bihar and Bihar State Madarsa Education Board to implement The Adolescence Education Programme (Taalim-i Naubaalighan) across over 2000 government funded/recognized Madarsas in the entire state of Bihar. The said intervention seeks to empower Madarsa students in critical life skill to develop their cognitive, social and health capital and thereby transform Madarsas into institutions of transformative learning.

2. The intervention will reach out to approximately 2 lakhs Madarsa Adolescents annually between classes VI – X. Two Teachers for classes VI-VIII and one additional teacher for Classes IX-X will be trained as Nodal Teachers, who will transact the curriculum with the adolescents in the classroom on stipulated days in a week. The pedagogy adopted in the curriculum is activity based.

3. For Decentralised activities/trainings as well as for project sustainability 50 Regional Resource Centres, abbreviated RRC (1 RRC/40 Madarsas is Planned). These Resource centres will function as technical hubs to develop the capacities of Madarsas on Adolescent empowerment, and will also be the decentralized hubs for Madarsa Board for Management. Additionally, RRC will also be a unit for aggregating MIS for their set of 40 Madarsas.

4. RRC will undertake the following roles/functions

  • Training of Nodal Teachers, Principals, and refresher trainings
  • Mentoring and supportive supervision to the unit of 40 Madarsas
  • Function as a hub for developing creative expressions of adolescents, like debates, sports etc.
  • As a centralized hub for facilitation of various Rights and entitlements, schemes and programmes in terms of full awareness, eligibilities and also facilitation of forms.
  • Counselling support to adolescents
  • MIS hubs

5. Each RRC will have a dedicated team of 3 trainers and one facilitator for facilitating the above activities. A RRC coordinator will be placed for every 5 RRC to supervise the function of each RRC.

6. A State Resource Centre will nurture the 50 RRCs and train the trainers of the RRCs and Facilitators for undertaking the RRC work.

Scope of Work:

Objectives of the study:

The agency would develop, design a robust, and holistic Management Information System (MIS), and aesthetically pleasing dashboard for the user interface. Further, it is envisaged that the agency will support the field testing and will finalize the generic and specific technical glitches of the mobile application and web-based dashboard during the duration of the contract. The development of the MIS will cover the following objectives:

  • Objective I To capture the activities and progress thereof carried out at the Regional resource centers
  • Objective II To prepare a robust database for all the Madarsas, including basic profiling and details of Nodal Teachers and its linkage for catering transactions at Madrasa level.
  • Objective III To capture the activities which are carried out at Madrasas during the transactions of training modules.
  • Objective IV To increase the outreach of government schemes for Madrasa students through a mobile app, by comparing and screening of eligibility criteria of schemes and entitlements promoted by the govt. department.
  • Objective V To develop a web-enabled management information system and mobile applications for data capturing for life education interventions among madrasa students in Bihar.
  • Objective VI To revamp the existing Bihar State Madrasa Education Board website and introduce rich features to enhance the user experience.
  • Objective VII Handover complete documentation to UNFPA once the platform is built and approved including database schemas and flowcharts, wellannotated codebase, and well-indexed user manual.

Detailed Functional Requirement of the Project:

  • The CORE dashboard project is aimed at the development of a comprehensive web-based interactive dashboard. It is to roll out key performance indicators of all the activities of the Madrasa Programs. The requirements in the form of Statistics, Reports, tabulation, and Analytics platform which will help the stakeholders to take policy decisions, to monitor the progress, document the activities as per the guidelines, and implement to be more effective.
  • The bidder/ system partner would design, develop, and provide an on-line responsive Dashboard customised for the activities of the Madrasa Programme. The web based software shall be security audited by cert-in empanelled agency and certificate shall be obtained to that effect. Cost and responsibility of CERT-IN will be the responsibility of Bidder only.
  • Apart from the above, the system partner shall develop APIs or any other electronic automated / manual system to fetch, collate, and import data systems for the holistic development of the interactive MIS development for the Madrasa project.

Key Features of the Dashboard:

  • It is proposed that the dashboard would be capable of providing functionality for visualization and reliable data-driven decision making
  • Data-driven decision making provides holistic understanding of the Project Activities.
  • It should display the Project key performance indicators that can be monitored at least as a measure, its value, its target, visual indication of the status, relevant scales and ratios, progress over time, and geographic mapping where applicable.
  • Tools such as filtering and drill-down can be used in the dashboard; Project key performance indicators, actions which also include lag and lead performances at Madrasa, RRCs, and RCs.
  • Aggregation of data from numerous internal and approved external sources to provide a contextualized understanding of key issues
  • The data gets automatically updated without any assistance from the user. The Dashboard data gets updated on a daily basis.
  • Implement filters and drill down in the reports and customize search results to provide “predictive analytics to enable decision making + prescriptive analytics to streamline and improve efficiencies and effectiveness”.

Connecting to Data:

  • Connecting to multiple data sources such as MSSQL, Any Web Services, APIs, Web Links, and Excel spreadsheets, etc.
  • In the case of data transmission through APIs, both source and destination need to be authenticated through secure APIs only. Moreover, in the case of offline mode, the services shall not be get affected. The data shall automatically get synchronized when connectivity resumes.
  • Functional ability to connect various source-level data (Madrasa, RRCs, and RCs, etc.) across multiple databases and transaction types.
  • Triangulation of data from multiple sources for data validation, verification, and enrichment should be achievable through Dashboard/application
  • User Management: The admin should be able to manage the overall content of the dashboard and also should have the option to edit/ delete contents.

Dashboard Design:

  • Creating Summary, Scheme KPIs, District, and Geographic Dashboards
  • The numbers and visualizations shall indicate the situation and shall be easy to read and intuitive to understand. The design should be visually appealing, have a unified look, and feel, and provide easy navigation throughout.
  • Filtering and selection capabilities can be easily added to reports with common action elements such as drop-down/combination boxes, checkboxes, and sliders.
  • Application of data manipulation tools such as ranking, calculations, formulas, and display rules
  • Drill down functionality to source-level data
  • Dynamic Search and to find data instantly. The dashboard should have a simple and standardized search function with various attributes to choose from. Sub-searches should also be available based upon various filters.

Strategic planning features:

  • Visualization for monitoring the various key indicators in tandem with targets fixed for the project.
  • Visualization techniques and framework to empower users/ decision-makers to appreciate the reports quickly and make educated decisions
  • A GIS/map-based view to compare between Madrasas / Districts/ Regional centers for various indicators
  • Provision to create Custom queries to represent the data on Madrasas / Districts/ Regional centers map
  • Provision to have a Timeline view to see progress after every week/fortnight/ month/ year

Design, Development, and Implementation of Mobile Application

The System Partner shall develop an Android-based citizen-centric mobile application having the following capabilities:

  • Capable to provide access to the registered users to do the data entry related to the physical progress of the activities through the mobile app.
  • Option to capture photos/images and geo-tag/time stamp it.
  • Capable to provide support for push notifications, alerts, and flash messages.
  • Mobile app to be integrated with the software application and dashboard developed by the System Partner i.e. it shall be capable to exchange the data and push the results on the dashboard and MIS reports.
  • View/download reports generated through it.

Key Features of the Mobile App:

  • Simplified user interface: Hence, the content should be accessed in the least complex way that is available.
  • Android: The mobile app needs to be developed on Android-based platforms.
  • Good Performance: The speed of load and rendition should be fast, with no discernible loss of speed on normal broadband and 4G connectivity
  • Security: This issue is crucial. There shall be no leak of the users’ private data, and personal data should be kept encrypted
  • Offline work: The system should be capable of working in off-line mode and sync when connectivity is available
  • Support and upgrades: The System Partner must further upgrade the mobile application with fixes and new elements As and when required
  • Feedback: The user shall have the option to rate the application, and write reviews for the mobile application. Further, the System Partner to ensure to address such feedback and revert/ fix the bugs on a timely basis.

Other Features:

  • While developing an application, the selected agency should give preference to the Native Environment (e.g.: SDK android development Kit). No open-source tools shall be used.
  • Mobile Apps must adjust itself automatically as per the screen resolution of the Mobile i.e. or other desktop / laptop resolutions. Resolution independent Mobile App will automatically expand/compress itself as per the screen resolution and hence there should not be any horizontal scroll in the Mobile Apps structure.
  • Menus and submenus should be created based on the page-tree as pages are added and subtracted. These should be styled entirely through Cascading Style Sheets (CSS) and `
  • Administrators should have access to one log in the backend or individual logs of each page to view from whichever place the Mobile App is viewed with daily reports.
  • An administrator can grant as little or as much control to content editors or groups as needed to other controlling accounts to the Mobile App, which means if a user has to update any section in Mobile Apps, for Report, section, then the user can modify only Reports section. All other sections should appear disabled to that user.
  • All aspects of the core functionality should be styled on the Mobile Apps. Most extensions should be styled through CSS.

Preferred Technology and Standards

  • The system should be developed using the following proposed technology:
  • Frontend: MS .Net Framework 2019 or whichever is latest;
  • Backend: MS SQL Server 2016 with reporting services or whichever is latest;
