About the Organization:
Sightsavers is a development organisation that works with partners in more than 30 countries to eliminate avoidable blindness and fight for the rights and needs of people with disabilities. Since 1966, Sightsavers’ work in India has enabled thousands of people to lead lives of independence and dignity. Sightsavers works with local partners to strengthen organisations and communities and has supported the treatment of millions of people with eye disorders. It works for lasting change through strengthening existing health and education systems, advocating to governments, demonstrating good practices which can be scaled up, and creating or participating in networks and strategic alliances for greater impact.
Background and Rationale of the assignment:
Gender in-equality plays an important role in the lives of persons with disabilities and their families. The United Nation’s Convention on the Rights of Persons with Disabilities (UNCRPD) officially acknowledges the double discrimination based on gender and disability. Consequently, many documents underline the importance of including the intersection of gender and disability into all levels of development. But gender and disability are only two elements of intersectional and multi-discrimination: both interact with other factors like age, income, type of impairment etc., and concern all areas of life.
The study found that gender inequalities create additional barriers for accessing health care, education, and employment services (Gerschick, T. (2000). Due to the widespread discrimination experienced by women in many social domains, women with disabilities are more at risk of psychosocial challenges, poverty and abuse (Gerschick, T. (2000), Mudrick, N. R. (1988), Berkman, L .F. & Syme, S. L. (1979). In development programmes, women with disabilities are often underrepresented and many policies are not designed to meet their needs ( Harper M, Momm M. 1989 and Gerschick, T. (2000).
Sightsavers India office is looking for a consultant to strengthen the gender mainstreaming strategy into all thematic programme components i.e. Rural Eye Health, Urban Eye Health, Social Inclusion and Inclusive Education programme.
Following are the broad objectives of this assignment:
- To illustrate and analyze the data collected in all thematic programmes implemented by Sightsavers India with reference to gender equality and gender inclusion programme.
- To recommend strategies and process for strengthening the gender component of Sightsavers programme in India.
Deliverables:
- Review Sightsavers India strategy documents on the requirements for gender mainstreaming, gender equality and empowerment of the women.
- Conduct a detailed analysis as guided by senior officials of Sightsavers India particularly emphasising gender issues implemented in various programmes.
- Preparation of gender action plan and roadmap (Theme wise) that includes gender mainstreaming strategies, stakeholder analysis, gendered programme planning and monitoring and evaluation plans for the sightsavers India programme.
- Contributing to capacity development of project team members on gender mainstreaming in eye health, social inclusion, and inclusive education programme.
- Interact with project team members/ partners/ stakeholders Providing inputs on various project that includes team embers/partners/government officials/other stakeholders and provide inputs for integrating gender in all aspects of various projects.
- To develop a policy document, roadmap, action plan for ensuring gender equality for all thematic components (Rural Eye Health, Urban Eye Health, Social Inclusion and Inclusive Education Programme).
Education Qualification:
- Advanced University Degree (minimum Master’s Degree in gender studies, Human Rights, Social Sciences, Sociology, Anthropology, Development studies, International development or other related fields).
Experience:
- Minimum five years of experience in the area of gender equality, gender mainstreaming or women empowerment policies/projects/programmes; knowledge of gender equality at the institutional level.
- Experience in planning, design, preparation and delivery of gender equality strategies, preferably for Non- Government Organization/UN Agencies.
- Experience in working with persons with disability, Organization of Person with Disability, Self-help Groups
- Ability to aggregate and synthesize research literature and extract key messages and arguments
- Strong knowledge and practical experience of gender transformative approaches and gender inclusion approaches.
- Experience in monitoring and evaluation of the project
- Excellent coordination and network skills
- Individuals as well as organisations can apply
Languages:
- Excellent proven written and spoken in English
- Knowledge of other Indian languages Hindi, Bangla and Oriya will be an added advantage
- Strong oral and written communication skill
Payment Schedule:
- 1st Payment: 20% of total contract value will be paid after submission of Inception report specifying the methodologies and timeline/work plan and accepted by the Sightsavers
- b) Final Payment: 80% of total contract value will be paid after submission of final report on development of a gender mainstreaming strategy for different themes of Sightsavers India Programme and accepted by the Sightsavers with the satisfaction
Evaluation Criteria:
The technical proposal will be evaluated in accordance with the following criteria:
- Education background and overall experience on gender/development studies
- Experience in developing of gender mainstreaming strategy.
- Experience in working with Eye Health, Disability Inclusive/Gender and disability programmes
- Experience and skills in conducting workshops/training relevant to gender mainstreaming.
