Background and Rationale

Forest-PLUS 2.0: forest for water and prosperity, is a joint program of the United States Agency for International Development (USAID) and the Ministry of Environment, Forest and Climate Change (MoEFCC). The contract for Forest-PLUS 2.0 was awarded by USAID to Tetra Tech on December 4, 2018. The purpose of the contract is to provide technical assistance that supports the Government of India (GoI) and other stakeholders to manage forests as important components of a broad-based, inclusive and sustainable economic growth that meet local needs and addresses global environmental challenges.

Objectives of the assignment

Forest-PLUS 2.0 has developed course modules and conducted trainings, workshops, orientations in the past. To overcome the challenges of COVID-19 and to create content, which is innovative and impactful, Forest-PLUS 2.0 will now be introducing eLearning courses. These courses will be developed to focus on innovations that help Indian forestry meet the challenges of modern era.

Tetra Tech ARD intends to engage with an agency to assist the Forest-PLUS 2.0 team in developing a high-quality eLearning course. This will assist the project in transitioning from teaching in a traditional classroom setting to online learning and contribute to the program objectives.

Scope of Work

Forest-PLUS 2.0 would like to engage an agency with expertise in developing eLearning courses for a short-term consulting assignment. This will be a pilot “classroom to eLearning” program under Forest-PLUS 2.0. The pilot course is intended for the frontline and middle-level staff of the State Forest Departments and students pursuing forestry courses at various State and National level academic institutions.

The self-paced eLearning course will include 50% interactivity and will be of 8-hour duration covering 4-5 individual modules. The virtual content will include interactive slides, a participant guide and a facilitator’s guide, videos, some animation and professional voice-over. The content will be developed in English and later translated to Hindi/ other regional languages as demand be.

The agency will be required to support with:

  • Analysis, designing and storyboarding
  • Repurpose course content- develop graphics/videos/animation/ audio production, assessments and reference material
  • Authoring/ Programming
  • QA Testing
  • Project Management and Pilot

The assignment offers a rare chance to contribute to India’s forestry sector by promoting innovative learning methods. It will also aid in transformation of traditional learning in the forestry sector, removing barriers of cost, location and access while contributing to the larger project objectives.

Tenure of assignment: The assignment is for a period of 3 months. It is anticipated that the assignment will be completed between September 1, 2020 and November 30, 2020. Business delays and disruptions may occur due to Coronavirus (COVID-19)

Location of the assignment: The selected organization will liaise with the Forest-PLUS 2.0 team in New Delhi. All coordination meetings will be conducted online.

Proposal Instructions

The Offeror shall submit its best price offer/proposal in accordance with the Scope of Work (SOW) and shall contain the following:

  • Proposal Cover Letter signed by a person authorized to sign on behalf of the Offeror;
  • Technical Approach/Proposal for completing the deliverables in the SOW;
  • Summary of Relevant Experience. Offerors should list current and previous relevant projects;
  • Corporate Capabilities;
  • Performance References for similar work;
  • Budget. Offerors must use the budget template in Appendix B
  • Budget narrative. Offerors must explain the rationale behind the numbers.

Submittal requirements:

  • Proposals shall be submitted via e-mail.
  • The Subject line of the email should read: “RFP No.014, eLearning content development and course design for Forest-PLUS 2.0”
  • All data presented in the prescribed formats should be non-proprietary in nature without password protection and free of restrictions.
  • Proposals received after the date specified for receipts of offer shall be considered late and shall not be evaluated.
