Overview:

WRI India is seeking an short-term consultant for policy research work housed in the Sustainable Landscapes and Restoration program in India. The Sustainable Landscapes and Restoration program aims to protect, maintain and restore landscapes to secure livelihoods of 700 million people directly dependent on forests and agriculture and strengthen India’s environmental well-being.

The candidate for this position will support research on community-led interventions for implementing and scaling forest protection and landscape restoration in India. The focus will be on the analyzing the impact of tenure and resource rights through policy interventions including joint forest management (JFM) Panchayats (Extension to Scheduled Areas) Act, 1996 (PESA), community conserved areas (CCAs) and post-rights recognition experience in areas where individual, community forest and community forest resource rights have been recognized under the Forest Rights Act, 2006 (FRA).

The candidate is expected to have demonstrated skills in research, data analysis, report writing as well stakeholder interaction. The position is most suited to an individual willing to take on the challenge of a new, fast growing, and developing program of work.

Scope of Work/Responsibilities:

The candidate’s responsibilities include:

  • Develop a framework for collecting data and analyzing community-led forest protection and landscape restoration interventions in India with focus on the role of land tenure and resource rights.
  • Desk based review of government data, published literature and grey literature on JFM, PESA, CCAs and FRA with focus on the impact of these policies on community-led action on forest protection and landscape restoration.
  • Analyze the impact of secure tenure and resource rights on social, economic and ecological outcomes of forest protection and landscape restoration.
  • Identify key actors, networks, institutions and other stakeholders involved in supporting and implementing community-led interventions.
  • Collect data on post-rights recognition best practices including supporting legislation/policies, preparation of management plans and capacity building for local population.

Deliverables:

  • Analytical framework for data collection and analysis for the proposed project by September 30
  • Report covering all elements of the scope of work by November.
