RFP - To Design & Development of Technical and Digital Content on Index TB guidelines for Private Providers on Extra Pulmonary TB Care and for Operational Cadres under Jeet Project and Private Providers on Tuberculosis Care

About the Organization:

Centre for Health Research and Innovation (CHRI) is a registered company (Not for profit) under section 8 of Companies Act 2013 with Ministry of Corporate Affairs. CHRI mainly focuses on system and service innovations. It will focus on saving lives and improving health, especially among women and children as India continues to have high maternal, newborn, child mortality, morbidity, and malnutrition. CHRI will strategically mobilize partners in India and take program interventions to scale focusing on verticals such as MNCHN, TB/HIV, Neglected Tropical Diseases and Malaria, and Vaccines.

Purpose of the RFP:

To Design & Development of Technical and Digital Content on

a) Index TB guidelines for Private Providers on Extra Pulmonary TB Care and

b) Tuberculosis Care for Private Providers and Operational Cadres under Jeet Project

  • These instructions should be read in conjunction with information contained in the Scope of work (SOW) Section IV, and in any accompanying documents within this package.
  • This Request for Proposals (RFP) to “To Design & Development of Technical and Digital Content on Index TB guidelines for Private Providers on Extra Pulmonary TB Care and for Operational Cadres under Jeet Project and Private Providers on Tuberculosis Care”
  • CHRI is not bound to accept the lowest priced, or any, proposal. CHRI reserves the right to request any (or all) Respondent(s) to meet with CHRI to clarify their proposal(s) without  commitment, and to publish on its website answers to any questions raised by any Respondent (without identifying that Respondent).
  • Respondents are responsible for all costs associated with proposal preparation and submission of its bid and CHRI will no case be responsible or liable for those cost, regardless of conduct or outcome of the process.
  • Respondents are neither allowed to join hands to participate in the tender nor allowed to submit multiple bids. In case of detection of such activity their bid(s) is/are liable to be rejected. Proposal through consortium is not allowed.

 Scope of Work and Deliverables:

Scope of Work (SOW)-1st

Below are the points that need to be covered under this project:

  • Developing the Technical Content for the private practitioners as per the outline of the Index TB guidelines approved by Global Fund and CHRI in 1st phase. The content will be reviewed and approved by CHRI. CHRI team will be responsible for coordinating with Global Fund and CTD further for approvals (if needed).
  • Transforming the contents in a simplified digital tool such as videos, gamifications for facilitated and engaged learning. This includes development of videos using animation, gamification, and other styles.
  • Finally, the entire content will need to be configured on a Learning Management System (LMS)

Scope of Work (SOW)-2nd

Below are the points that need to be covered under this project:

  • Developing the Technical Content Development for the PPSA staff as per the outline of course approved by Global Fund and CHRI in 1st phase. The content will be reviewed and approved by CHRI. CHRI team will be responsible for coordinating with Global Fund and CTD further for approvals (if needed).
  • Transforming the contents in a simplified digital tool such as videos, gamifications for facilitated and engaged learning. This includes development of videos using animation, gamification, and other styles.
  • Content with additional language (Hindi) will be created for specific cadres
  • Finally, the entire content will need to be configured on a Learning Management System (LMS)

Proposal Requirements:

The bidder organization should be registered as a legal entity for doing business in India. In addition, it should have all kind of active licenses and permission to Design & Development of Technical and Digital Content on Index TB guidelines for Private Providers and Operational Cadres under Jeet Project on Extra-Pulmonary Tuberculosis Care.

The bidder should be registered in India. any legal or other entity including without limitation a company registered in India under the Indian Companies Laws or incorporated outside India under relevant laws of incorporation under country of its origin, or a society registered under Societies Registration Act, 1860 or any other Indian law for registration of societies, a registered trust under Indian Trusts Act, 1882 or any other Indian law for registration of public trust or a sole proprietorship or partnership registered under the relevant laws of incorporation unless otherwise specified by the State. Health facilities / laboratories should be registered under the relevant rules and regulations of the specific State/ District/ Corporation/ Municipality. All for –profit agencies are also required to be in compliance with the legal registration.

  • The bidder should be registered under GST, as applicable and carry a valid PAN, as applicable. Copy of PAN, GST registration, as applicable, should be submitted.
  • An undertaking (self-certificate) that the bidder hasn’t been blacklisted by a central / state Government institution and there has been no litigation with any government department on account of similar services
  • The bidder should have a RNTCP/NTEP and/or NABH and or any ISO accreditation.
  • The bidder should have all other relevant licenses from state bodies/other relevant authorities required to provide services as per the scope of work mentioned in this document

Evaluation Process:

  • Received applications will be reviewed to determine completeness of application (based on application guidelines detailed above) and eligibility of applicant. Applications that do not meet eligibility requirements will be eliminated following this review and not be considered further.
  • All proposals received by the stated closing date will be evaluated and ranked by the procurement committee / competent authority, according to the conditions described in selection criteria below.
  • The proposals would be evaluated on the basis of the rates/prices quoted for delivering the scope of work described in this document. The bidders would be required to submit their financial bid as per the financial bid (as per Annexure C).
  • Successful applicants will be notified in writing by email (or by telephone, in cases where the applicant is unable to be reached by email). Applicants must confirm acceptance in writing within the time period specified in the email.
  • Sub-contract will be shared with successful applicants for signature, following receipt of all approvals.
