About the Proposal
The Anchunad and adjoining landscape of the Southern Western Ghats is of vast significance in terms of its ecological and cultural diversity, socio-economic profile and development trajectory. The landscape is spread across 2068.27 sq km covering Idukki, Ernakulam and Thrissur districts.
The landscape provides several ecosystem services – provisioning (food and water), regulating (climate extremes), cultural (recreation, health and spiritual) and supportive (sustaining economy and livelihoods), which contribute significantly to social, economic, and ecological sustainability.
The landscape is home to several species of conservation significance, including Nilgiri Tahr, Indian Elephant, among others. The area is home to around 200 endemic plants, including the endemic shrub (Strobilanthes kunthiana) (Neelakkurinji), which flowers once every 12 years. Around 265 species of butterflies, 72 species of fish, 79 species of mammals, 122 species of reptiles, 50 species of amphibians and 111 species of Odonata have been reported from the project landscape. The unique habitat and its wild denizens are indicators of healthy ecosystems, including the Shola-Montane forests, which serve as water towers for several catchment zones.
Though the landscape is characterized by extremely rich biological diversity and intricate human-ecological affinities, escalating developmental pressures, diminishing resources, expanding production sector and high vulnerability to climate change are some of the threats which have negatively impacted the landscape over the course of decades.
To mainstream conservation principles in development planning, the Ministry of Environment, Forests and Climate Change (MoEFCC) and the United Nations Development Programme (UNDP) through funding from Global Environment Facility (GEF) supported the implementation of the India High Range Mountain Landscape (IHRML) project in the landscape (with the revised implementation strategy titled as “Sustainable Livelihood and Biodiversity Conservation Through Multi-Use Management of Anchunad and Adjoining Landscape”.
The objective of the project is to conserve the biodiversity of the region through implementation of an effective collaborative institutional and governance framework for multiple land use and management. Haritha Keralam Mission, one of the four mission programmes of the Government of Kerala focusing on conservation activities with community participation, has been implementing the project since 2018 in close collaboration with the Department of Forests and Wildlife.
Rationale of the Assignment –
Through several interventions, the project has built capacities of a range of stakeholders at various levels for conservation and sustainable development. In order to assess the impact made, UNDP seeks to engage an agency for conducting the capacity gap assessment of key stakeholders involved in the project as per UNDP capacity assessment scorecard.

- Financial institutions, incumbents, conservation-based tech start-ups

Objective
The primary objective of the assignment is to conduct the capacity gap assessment of key stakeholders under the project as per UNDP capacity assessment scorecard.
Deliverables
- A ‘Stakeholder Consultation Report’, summarizing the discussions, observations and key highlights of the consultation held to assess the capacity gaps and needs of the identified stakeholders of the project.
- A draft report of the identified capacity gaps and needs assessment as per the UNDP capacity assessment scorecard.
- A final report comprising of final capacity assessment scores of the stakeholders under the project.
Eligibility
- Agency must have team members with least 5 years of research experience in environment project/programmes with the Government at central and state level, multilateral and bilateral organizations towards furthering national commitments and priorities on biodiversity conservation and sustainable resource management.
Supporting Document/s - Agency profile and copy of relevant experience of team members.
- At least 10 years of experience in conducting and coordinating state and district-level capacity building workshops, training programmes and comprehensive documentation.
Supporting Document/s - Copy of relevant contracts/ work order/completion certificate/documentation as proof of experience in the required areas.
- At least 10 years of experience and engagements with multiple stakeholders such as government departments and line agencies, public and private corporates, industry associations, PSUs, think tanks, civil society organisations and community-based organizations.

Your Proposal must be expressed in English language, and valid for a minimum period of Ninety (90) days.

In the course of preparing and submitting your Proposal, it shall remain your responsibility to ensure that it submitted into the system by the deadline. The system will automatically block and not accept any bid after the deadline. Kindly ensure that supporting documents required are signed and in the .pdf format, and free from any virus or corrupted files.
The Financial Proposal and the Technical Proposal files must be completely separate and uploaded separately in the system and clearly named as either “Technical Proposal” or “Financial Proposal”, as appropriate. Each document shall include the Proposer’s name and address. The file with the “Financial Proposal” must be encrypted with a password so that it cannot be opened nor viewed until the Proposal has been found to pass the technical evaluation stage. Once a Proposal has been found to be responsive by passing the technical evaluation stage, UNDP shall request the Proposer to submit the password to open the Financial Proposal. The Proposer shall assume the responsibility for not encrypting the financial proposal.
