Background and Rationale

Forest-PLUS 2.0: forest for water and prosperity, is a joint program of the United States Agency for International Development (USAID) and the Ministry of Environment, Forest and Climate Change (MoEFCC), Govt of India. The contract for Forest-PLUS 2.0 was awarded by USAID to Tetra Tech on December 4, 2018. The purpose of the contract is to provide technical assistance that supports the Government of India (GoI) and other stakeholders to manage forests as important components of a broad-based, inclusive and sustainable economic growth that meet local needs and addresses global environmental challenges.

The overall goal of the project is to improve management of targeted landscapes in three states in India for enhanced ecosystem services and increased inclusive economic opportunities.

The targeted landscapes are

• Thiruvananthapuram Forest and Wildlife Divisions in Kerala (Thiruvananthapuram and Kollam Districts),
• Medak Forest Division in Telangana (Medak District) and
• Gaya Forest Division in Bihar (Gaya and Jehanabad Districts).

Objectives of the assignment

To achieve the program objectives, Forest-PLUS 2.0 is working in partnership with MoEFCC, State Forest Departments, other government departments, national and state level forestry institutions and many other agencies. It is engaging with different stakeholder groups in the selected landscapes as well as at the state and national level. These stakeholder groups are diverse, and Forest-PLUS 2.0 is reaching out to these groups through different communication and outreach activities. To aid its efforts and bring in creative and innovative ideas that can be translated into reality and help Forest-PLUS 2.0 reach out to this diverse audience in different landscapes, Tetra Tech intends to engage a communications and outreach agency to assist the

Forest-PLUS 2.0 team in developing high quality communication material including videos. And assist in conducting campaigns.

The selected agency will assist Forest-PLUS 2.0 team in development and implementation of different tasks related to communications and outreach as laid down in Forest-PLUS 2.0 program.

The objectives of this assignment are:

• Develop communication materials including posters, flyers, brochures, folders, leaflets etc.
• Develop animation videos/promotional films to generate awareness on ecosystem services and the ecosystem approach to forest management and document program’s success stories.

Tenure of assignment: The assignment is for a period of 8 months. It is anticipated that the assignment will be completed between September 1, 2020 and April 30, 2021. Business delays and disruptions may occur due to Coronavirus (COVID-19)

Location of the assignment: The selected organization will liaise with the Forest-PLUS 2.0 team in New Delhi and may need to undertake travel to the Forest-PLUS 2.0 landscapes (Bihar, Kerala and Telangana).

Proposal Instructions

The Offeror shall submit its best price offer/proposal in accordance with the Scope of Work (SOW) and shall contain the following:

• Proposal Cover Letter signed by a person authorized to sign on behalf of the Offeror;
• Technical Approach/Proposal for completing the deliverables in the SOW
• Summary of Relevant Experience. Offerors should list current and previous relevant projects;
• Corporate Capabilities;
• Performance References for similar work;
• Budget. Offerors must use the budget template in Appendix B
• Budget narrative. Offerors must explain the rationale behind the numbers.

Submittal requirements:

• Proposals shall be submitted via e-mail.
• The Subject line of the email should read: “RFP No.013, Design and Development of communication and outreach resources for Forest-PLUS 2.0”
• All data presented in the prescribed formats should be non-proprietary in nature without password protection and free of restrictions.
• Proposals received after the date specified for receipts of offer shall be considered late and shall not be evaluated.
