About the Organization:

Kolkata Police is one of the two presidency police forces of the Indian state of West Bengal. The primary functions of the forces are maintaining law and order in the city, traffic management, prevention and detection of crime and coordinating various citizen-centric services for the people of Kolkata. The force also uses various modern technologies for effective handling of unconventional crimes, terrorism and related activities.

Background:

“RESPECT WOMEN” – This programme is aimed at sensitizing school going/adolescent boys about their expected code of behaviour towards the opposite gender and to stress upon the equal the status of girls / woman in our society. Gender sensitization and empowerment programs during adolescence, when gender attitudes are formed, have the potential to diminish gender inequity. The project is designed with an objective to sensitize adolescent boys and girls of all Boys and Co-Ed Schools within Kolkata Police jurisdiction on etiquettes, basic legal framework and hands-on exercises to make them question gender stereotypes and inculcate the attitude of respecting “individuals” irrespective of their gender. The adolescent girls shall be sensitized of the standard of behaviour that they should expect from the opposite sex; their appropriate responses and what constitutes as a sexual offence. The objective of the project is to mould the attitudes of the adolescent boys and instil a sense of self-confidence among the female students of schools of Kolkata.

“Respect Women” will cover the entire jurisdiction of Kolkata Police through one or more Organisations/NGOs. “Respect Women” is scheduled to be implemented at 350 nos. schools covering all the divisions of Kolkata Police in the 1st year. On an average each school has 4 sections of standard VII to XI (excluding class X). Batch size will be the size of that particular class. Each batch proposed to be trained for 5 sessions of 45 minutes each. Hence, the total number of sessions comes to 28000.

The finalization of schools, timing of programme sessions, training material, venue, logistic support etc. will be done in consultation with the school authorities and selected NGO entrusted for implementation of “Respect Women” in the respective jurisdiction of Kolkata Police. Certificates will be issued to the participants after completion of the project.

The selected Organizations/NGOs are expected to have necessary infrastructure and adequate manpower including skilled Supervisor and Trainer for organizing such training in different schools in the city.

Selected bidder/organizations/NGOs are expected to organize and impart training to the students of the selected Schools through their Supervisors and Trainers.

The duration of training per school is fixed at a minimum of 03 (three) months and may extend to a maximum of 06 (six) months depending upon any contingent conditions.

Scope of Work:

The selected Organizations/NGOs are expected to discharge the following duties :

  • Prepare a session-wise Course-Plan and get the same approved by the Project-Implementation Committee (PIC). The Course-Plan should be detailed and should also explain the expected output/objectives to be achieved at the end of every session.
  • Identify and engage suitable skilled/trained Supervisors/Resource Persons to conduct the sessions. Each team shall mandatorily include one female supervisor.
  • Ensure prompt submission of documents pertaining to qualification, experience, Police Clearance Certificate, Bank account particulars etc. of the selected Supervisors/Trainers
  • Videography and documentation of every session for future review/reference.
  • Constant monitoring of attendance of Supervisors, Trainers and evaluation of their performance.
  • Keeping close liaison with the Kolkata Police officials to render all sorts of assistance to the trainees and school authorities to make the program successful.
  • Evaluation of trainees at the end of the course and submission of report to the PIC.
  • Prompt submission of report as and when asked for by the Kolkata Police officials.
  • To make arrangement for qualifying test in respect of wiling students for basic standard.
  • The appointed Organizations/NGOs will prepare the DPR (Detailed Project Report) for entire programme for implementation of the projects in consultation with PIC (Project Implementation Committee) including preparation of programme schedule, preparation of programme material, pamphlets, short films etc.
  • Selected bidder/organisation/NGO has to quote keeping in view of this provision and a detailed breakup of expenditure for each item needs to be submitted in support of total financial bid.

Eligibility Criteria for Organization:

  • The Organization should have been registered in India under the relevant Act.
  • The organization should have any of its registered/branch/field office in or around Kolkata with telephone/fax facility, office bearers and staff.
  • The organization should be financially solvent to carry out the program entrusted upon them.
  • The organization should be of repute and working experience in the relevant field. It should have minimum experience of 03 years of working on the issues on Gender and related issues.
  • The organization should have minimum of 4-5 skilled manpower in the field of Gender qualifying the eligibility criteria individually.
  • The organization should have various statutory clearances as are applicable for running its various functions.
  • While submitting bid by any organization, it shall authorize the person signing the NIT document on behalf of the organization. The person signing the bid document shall sign all changes, alterations, corrections in the bid document. No eraser or overwriting without authentication would be permissible.
  • If the organisation has received any recognition for work, that should be informed.
  • Any other important information regarding the organization should be informed.
  • References for the organization should be attached with the other required documents.
  • The Organisation/NGO should have an annual average turnover of Rs.30.0 Lakhs only.

Eligibility Criteria for Supervisors/Trainers:

  • Be working in the field of Gender issues/Child Rights for a minimum of 03 years.
  • Be conversant with legislative and policy remedies.
  • Be conversant on preventive/responsive and referral mechanism.
  • Be a citizen of India (the residents of West Bengal/Kolkata will be preferred).
  • Female Trainers will be given preference.
  • Have sound mental & physical health.
  • Minimum Educational Qualification–Graduate.
  • Police Clearance certificate is required for every individual trainer/supervisor.
  • Be conversant in English/Hindi/Bengali.

Terms of Engagement:

  • “RESPECT WOMEN” Project is scheduled to be implemented for consecutive 03 (three) years subject to approval of Government and availability of fund. As such the present e-Tender coversthe entire 03 years period.
  • Since the duration of the project is 03 years, after selection of the Bidder/Organization/NGO the LoA (Letter of Acceptance) shall be issued upon the selected Bidder/Organization/NGO once at a time.
  • However, Work Order for 1st, 2nd & 3rd year shall be issued separately subject to satisfactory performance of the selected Bidder/Organization/NGO and fulfillment of all the Terms & Conditions as laid down in NIT.
  • Accordingly agreement of contract with the selected Bidder/Organization/NGO shall have to execute for the 1st year only which will be continued subject to satisfactory performance of selected Bidder/Organization/NGO fulfillment of all Terms & Conditions as availability of fund.
