About the Proposal

UN Women seeks the services of a civil society organization (hereinafter referred as proponent organization) working in the mentioned geographical location with women and girls from marginalized backgrounds (hereinafter referred as target group), from higher/technical/vocational institutes in the specified geographies, to strengthen their opportunities for receiving formal education, employability skills and employment. The services of the organization are sought to fulfill the planned activities as mentioned below:

Mobilization of candidates and creating an enabling environment:

Sub Activities:

  • Conduct 1 study to understand the current and future skills needed in the target geography for accessing higher and technical education, employment and entrepreneurship information and training, specifically for women and girls.
  • Identify 2500 candidates for training from higher/technical/vocational education institutions- develop criteria for candidate identification, undertaken mobilization and detailed aptitude testing.
  • Conduct awareness campaigns and sessions (at least 50) with parents of selected candidates and local communities (total 3000 people) to influence behavior change and create an enabling environment for the girls.
  • Undertake training of faculty members in selected institutes.

Train 2500 women from marginalized backgrounds in employability skills in higher/technical/vocational training institutes, Mumbai, Greater Mumbai and Pune regions of Maharashtra.

Sub activities:

  • Create/curate 5 modules on digital skills (digital marketing, smartphone as a tool for business, e-platforms (like LinkedIn) for networking and job search)​, soft skills (resume drafting, interviewing, presentation, networking), English,and, employability skills (creative problem solving, smart remote communication, collaboration, negotiation).
  • Provide blended trainings (offline and online) to 2500 girls, fora combined minimum of 80 hours per trainee for all 5 modules.
  • Provide counselling and career guidance to all candidates. Create networks of graduate young women.
  • Amongst the women undergoing training, create role models for other women.
  • Set up 5 IT labs in selected institutes and/or provide devices to the candidates (as per need) to enable them to undertake online trainings, and access e-platforms.

Provide industry exposure and placement support to trained candidates.

Sub Activities:

  • Organize exposure visits for at least 220 candidates.
  • Organize at least 1 job fair for candidates with minimum 12 industry partners to register girls in suitable jobs.
  • Reach out to suitable industry partners (at least 20) to support in the employment of the girls graduating from LINK Women project.
  • Undertake gender sensitisation of industry partners (at least 20).
  • Conduct dialogues with national and local policy makers and training/skilling institutions to promote better ecosystem for digital skilling of women.

The proponent organization is expected to submit a proposal to contribute to the scope of work mentioned above, in the target geographies of Mumbai, Greater Mumbai and Pune region of Maharashtra. The proposal should include a brief write-up about any sub-partners, if intended to engage for the same and clearly indicate the rationale of selecting the partners and their roles, responsibilities, and accountability.

Eligibility

  • The organization must have a minimum 7 years of experience in facilitating and managing large scale skills development and placement projects.
  • Five years of work experience on the issues of Gender equality, women’s empowerment, Livelihood, and related legislations.
  • Demonstrable experience of designing, conducting, and monitoring of trainings/ capacity building workshops on skill/vocational training and placement initiatives.
  • Demonstrable experience of developing skill training modules.
  • Demonstrable experience of working with private sector companies for employment of women.
  • Understanding of the local context and functional competency in the local languages in Maharashtra knowledge on the structure and functioning of vocational training system (it is) is desirable.
  • Demonstrable experience in advocacy initiatives with Government and other key stakeholders.
  • Ability to deliver efficiently large-scale mobilization and training programmes in a defined timeline.
  • Documenting, analyzing the change in learning outcomes through Monitoring & Evaluation tools.

Other competencies, which while not required, can be an asset for the performance of services:

  • Substantial experience of working with Central Ministries, State Department and Corporate/Foundation for implementing large scale skill development and placement programs across the country.
  • Experience of working with Government Educational Institutions.

Qualifications of Key Personnel:

Team leader -

  • The team leader should have minimum 8 years of experience in skill development and placement projects, across multi sectors. 
  • Master’s Degree in Social Sciences, gender/women’s studies, rural development, development management or a related field.
  • Specialization in gender, Women’s economic empowerment, social development, and women’s rights.
  • Significant knowledge and experience of approaches on vocational education, gender and skill training and placements.
  • Recent experience with gender equality issues and knowledge of mainstreaming gender equality into policies/programming/development.
  • Experience of working with private sector companies.
  • Experience in Maharashtra.
  • Facilitation skills, particularly designing and developing skill training modules and delivering the same.
  • Excellent documentation and communication skills.
  • Demonstrated writing skills in English. Working knowledge of local vernacular will be an asset.

Team members -

  • First level degree with additional qualifications in gender/women’s studies, rural development, development management or a related field.
  • Team members must have a minimum of 5 years of experience in implementing skill development and placement projects.
  • Experience in gender, Women’s economic empowerment, social development, and women’s rights.
  • Experience in Maharashtra.
  • Facilitation skills, particularly designing and developing skill training modules and delivering the same.
  • Excellent documentation and communication skills.
  • Demonstrated writing skills in English, and proficiency in local vernacular (Marathi)
