Plan India is a nationally registered not for profit organization striving to advance children’s rights and equality for girls, thus creating a lasting impact in the lives of vulnerable and excluded children and their communities. Since 1979, Plan India and its partners have improved the lives of millions of children and young people by enabling them access to protection, quality education and healthcare services, a healthy environment, livelihood opportunities and participation in decisions which affect their lives. Plan India is a member of the Plan International Federation, an independent development and humanitarian organization that advances children’s rights and equality for girls.

LGBB –III Project

Since 2004, Plan India in partnership with respective Dept. of Health/Social Welfare/Women Empowerment (Rajasthan)/Women Welfare (UP) and Education and also in partnership with State Commission for Women and for Protection of Child Right (SCPCR) on issues related to the survival of the girl child and declining child sex ratio in northern states of India. In this context, Kopal project was initiated by facilitating the network of civil society organizations across Bihar, Jharkhand, Uttar Pradesh and Uttarakhand. Learning from the project helped a lot to conceive the further plan of action more structured and girls’ centred.

The Plan International global campaign Because I Am a Girl (BIAAG) which was launched during May 2007. BIAAG Campaign emphasised on girls across the world being equipped, enabled and empowered to achieve their full potential. Later, in 2010 Plan India’s Let Girls Be Born Project was launched across 6 Northern States with the focus on creating awareness against female feticide through the enforcement of the PCPNDT Act for prevention of sex-selective elimination through misuse of technology and celebrating girl childhood.

Context:

In India to address the issue of missing girl children and to control the misuse of the technology for Pre birth Sex Selection and Sex Determination a statutory act, Pre-conception and Pre-natal Diagnostic Techniques (PCPNDT), (Prohibition of Sex Selection) Act l994 has been constituted. It is a central act applicable in all the states of India.

Thus, Plan India under its LGBB III intervention has brought in place many good practices both in the community and in the system as well, a few of them are documented below:

  • Deterrence created amongst the service providers due increased number decoy operation initiated in intervention states.
  • Influenced and mobilized Government for integrating IEC related declining CSR and its concerns into other national flagship programme for repeated messaging.
  • Mobilized and strengthened 35 Child Protection Committees (CPCs) formed at village and panchayat level under ICPS into raising awareness on value of girl child.
  • Discussion on declining trends of CSR has become an integral priority agenda for discussion with community in the regular events of NHM such as ‘God Bharai’ (An event being promoted under NHM to ascertain improved maternal care and nutrition during pregnancy) and ‘Anna Prashana’ (Initiation Event of Child Complementary feeding).
  • Promoted Community based review & reflection on gender & SRB: Innovated Guddi- Gudda Board as tool to discuss on issues like SRB, status of child survival services either availed by girls, linkages of girls with different state specific welfare schemes etc. by the community in presence of elected PRI and service providers.
  • Paradigm shift in community perspective with regard to girls: Mobilized and trained Peer Educators have been the rid of this achievement. Now, community is visualizing their future in them. As a result of that, enrollment of girls increased under schemes where deposits to be done by parents in their individual saving accounts, which mature after achieving their legal age of marriage for their marriage and continuing for higher education such as Sukanya Samridhi Yojna. During 2.5 years, a cumulative of Rs.63,74,200/- on girls have been deposited by end of June, 2020.
  • Parents’ efforts towards enrollment of girls under different welfare schemes: The informed community in the intervention areas have been facilitated to approach concerned point person of different scheme, and have done rigorous follow up for enrollment of their beloved daughter. As a result, a total of 1,557 girls have been enrolled under state specific welfare scheme across the intervention area. Each scheme has a monetary benefit to respective girls of Rs.50000/- each. So, overall the community will be benefited on maturation with around Rs.7,25,96000/-.
  • Engagement of Peer Educators (selected youth within the community) been evolved as a back bone for community mobilization and facilitation of many grass root action such as motivating parents for earliest registration of their children under Civil Registration System, better care in case of girl, regularising them at AWC, backing to elected PRI leader for addressing issues of domestic violence, facilitating linkages of girls with welfare scheme etc.
  • Biased rituals rituals such as ghunghat (veil), ringing plates on birth of male babies, Jalwa Pujan, pili pomcha (a kind of yellow scarf used for cover the head), tagging houses of families with ‘Siri’ (a religious sign) born with a male child, celebrating 6th of Day of birth of male child locally called Chhatti, tying thread of good wishes and promises of protection by brother to their sister on the occasion of ‘Raksha Bandhan’ etc. have been challenged by the young Peer Educators and made them gender sensitive – now being observed for male and female equally.
  • Families those who have accepted girls only as their final offspring have been honoured by respective elected PRI as ‘Pratishit Pariwar/Ghar (Honoured Family)’.
  • Girls/women who did well have appreciated as ‘Gano Ki Garima’, their name have pronounced in display Board at Panchayat Bhawan with privilege for inspiration of many young girls.

Other important drives have taken up as follows:-

  • ‘Yeh hui na Ladko Wali Baat’ – it is a drive challenging the socio-cultural norms and changing gender role in society,
  • ‘Samanta Wali Rakhi’ – Recently this year we have promoted mutually tying up of threads of love, good wishes and promises protection from untoward forces.
  • ‘Lunch with Ladli’ – Recognition girls /women who excelled in their respective field either education/owned up innovative business/trade/profession/sports etc, and provided an opportunity to interact with District or State Level Authority through an interface at district level.
  • Distribution of Greeting Cards ‘Badhai Patra’- On the day of quarterly gathering at panchayat level, proud of parents of a new born girl is greeted with the Patra & celebration.

Scope of Work:

Purpose of this assignment

  • Document the good practices “Sign of Change” emerged from the project intervention (few of them are already highlighted)
  • Document the learnings of the project highlighting i.e. what has worked, ‘why’ and ‘How’
  • Highlight the quotes and anecdotes showcasing the achievements

Process

  • Desk review
  • Field level data collection
  • Discussion with the project teams and direct stakeholder

Total Number of Working Days: 22 Days

Number of Days in field: 12 with following deliverables

  • Capture and document case stories highlighting best practices and community feedbacks staying at least 3 days in each district,
  • Organize FGD with the community and FLWs,
  • Interview gender champions including Peer Educators, Service Provider and Office Bearers of Post Office.

Number of Days in Desk Work:

  • 8 Days for documentation,
  • 2 days for finalization of document with inputs and feedbacks, and
  • 2 days for outlay and designing work.

Expected Output:

a. A final document in printable form with components:

  • Best Practices,
  • Case Stories highlighting impacts to individuals or groups of those best practices ,
  • Community learning and feedbacks over the programme,
  • Role of Gender Champions and their feedback,
  • Role of Community and Front Line Workers,
  • Programmatic Learning & Challenges,
  • Recommendations.

b. 2 copies of digital printed document, and

c. Open Chorale file of the document with a PDF Copy.

Remarks:

  • Journey Duration will not be the part of Consultancy,
  • Travel by 2nd or 3rd AC train with Hotel Accommodation including food will be reimbursed by Plan on actuals.

Time Line for Deliverable:

  • Field Visit: To be started immediately after the contract signed,
  • First Draft: To be shared after accomplishment of all visits by 15th of December, 2020,
  • 2nd Draft: To be shared within next days of the feedback,
  • Final Copy of the document by 24th of December’ 2020.

Payment Schedule:

  • 30% of the total advance will be transferred within next 2 days of Contract signed,
  • 30% of the remaining with be transferred with submission of first draft,
  • 40% remaining will be transferred against the final document submission
