Overview of Project

The SCM Project funded by Global Fund in India for HIV/AIDS provides specialized technical assistance to National Aids Control Organization (NACO), Govt. of India to strengthen the supply chain system across the country for ARV Drugs and HIV Testing Kits. The overall goal of the project is to improve the delivery of ARV drugs and HIV testing kits through agile, responsive and effective supply chain.

The Project is led by Plan International (India Chapter) which is the Principle Recipient (PR) for the HIV grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS Epidemic and to provide technical assistance for improvement of the supply chain of ARV drugs, testing kits and other commodities under NACP.

The SCM Project works to ensure uninterrupted supplies of HIV/AIDS commodities to save lives and to create a healthier future for all. The project directly supports on two components of NACO which is important to the NACO and Global Fund.

Purpose & Objectives

The overall purpose of this Request for Proposals is to seek services that will enable the distribution planning, routing and tracking of vehicles and shipment through GPS Tracking to be stronger and more sustainable and provide day today tracking of daily activity of transportation and distribution.

The package must enable organization to conduct whole lot of activities at the field level and capture all necessary information through web based and mobile application:

• To facilitate the distribution planning, routing, documentation for essential drugs across the facilities for informed decision: -
• To aggregate, digitalize, protect and send accurate Information along with documents for financial management.
• To streamline the distribution of ARV Drugs, HIV/RPR Testing Kits and other commodities across the country through various modes of transportation;
• To develop the route planning and route optimization for the timely delivery of shipment to the facilities;
• Tracking the dedicated vehicles under the project through GPS for better performance and optimization of resources available under the project
• To get real time data on the distribution of drugs and Kits in the facilities through application
• To digitalize the proof of delivery of shipment distributed through the project and get an acknowledgment / proof of delivery records and report for payment process
• Monitor the performance of 3PL services provider and review their performance specified in the contractual agreement especially on KPIs (On time pickup, on time and in full delivery etc.) 
• To optimize and understand the real costing of supply chain for transition planning and sustainability

Coverage:

• An online application for distribution and routings, monitoring and digitalization Management System on Supply Chain Management of all commodities under NACP will be developed for the SCM Project management at different levels and will have PAN India coverage.

Tentative Project Timelines

This is a tentative project timeline and will be adopted based on the finalization of standard requirement with selected company.

Delivery of application: As per the project timelines mentioned above, the anticipated start date would begin with signing of the contract. The following should be considered in phase manner

• Understanding of the technical requirement
• Initiation of the project
• Development process module wise and submission
• Provide tools for testing and feedback
• Final testing
• Deployment and training
