ToR for Process Evaluation Study of FINISH Program in India

About the Organization:

FINISH stands for: Financial Inclusion Improves Sanitation & Health and aims for sanitation for all through an integrated model that addresses both the demand and supply side of the sanitation challenge. The programme works with a multistakeholder approach which involves the entire value chain. By mobilising the supply side of sanitation while integrating financial resources into the value chain, the programme raises awareness on and creates a demand for sanitation services amongst end-users.

Scope:

The evaluation will assess the work delivered under FINISH Program over the entire project period, from June 2009 to December 2020 in India. The evaluation shall build on the findings and conclusions of the mid-term impact evaluation and the intended results during that period.

The consultant hired under this ToR will take a closer look at the processes which have led to the fulfillment/non-fulfillment of the project’s objectives. He/she will particularly consider (1) the way each of the involved partners has fulfilled their part of the project’s obligations as well as (2) how partners have collaborated to reach the project’s objectives. Further, the consultant will (3) provide additional qualitative and quantitative evidence of fulfillment/non-fulfillment of the project’s objectives.

The primary audiences for this evaluation are the project’s main donor (DGIS) and the implementing partners and stakeholders of the project WASTE and FINISH Society. At country level the project works closely with local partners who are obviously considered as key audience.

Key Questions:

Based on the ToC, the consultant hired under these ToR will take a closer look at the processes which have led to fulfillment/non-fulfilment of the project’s objectives. He/she will particularly consider (1) the way each of the involved partners has fulfilled their part of the project’s obligations as well as (2) how partners have collaborated to reach the project’s objectives. Further, the consultant will (3) provide quantitative and qualitative evidence of fulfillment/non-fulfillment of the project’s objectives.

Relevance:

  • To what extent have the objectives and implementation strategies of the FINISH INDIA programme been consistent with requirements of the target groups and country needs?
  • Have the objectives and implementation strategies of the FINISH INDIA programme been consistent with global priorities, as well as partner and donor policies?
  • Were the project areas well chosen?

Efficiency:

  • Was the budget defined adequately ex ante? Did the project budget make adequate provisions for all important goals, e.g. addressing gender and inclusion related specific objectives/activities?
  • Were funds and activities delivered in a timely manner? If not, what were the bottlenecks encountered?
  • How have beneficiaries and target groups been involved in decision making during implementation, and how has feedback been gathered?

Effectiveness and Impact:

  • Has the project contributed to a significant change in perceptions of consumers and other stakeholders, knowledge, technical capacity, governance or enabling environment?
  • Have the programme strategy and programme management been steering towards impact? Was focus on impacts given during the implementation process?

Sustainability:

  • Has a realistic and effective exit strategy been developed and applied?
  • What recommendation can the Consultant(s) give in terms of criteria for future site selection which would improve FIETS sustainability?
  • How can FINISH improve the integration of WASH and health in future programmes?

Suggested methodology:

They expect that the evaluation will comprise a series of methods. Proposed methodology for the review of the partners’ roles and interaction is a desk review of project materials, annual reports etc, in combination with interviews with each of the specific partners involved in the project.

Proposed methodology for a qualitative evaluation of fulfillment/non-fulfillment of the project’s objectives are semi-structured interviews with the project’s target groups and partners (financial institutions, NGO partners, community members, particularly women, youth, local government staff, sanitation businesses).

Desk review:

A desk review will analyse project and other documentation including the approved project document, the logframe, the implementation plan, the revised implementation plan, annual reports of project deliverables, the impact evaluation, and other relevant documents.

Field visits:

They expect the evaluator to make field visits to selected program areas, aimed at conducting quantitative and qualitative research in the form of semi-structured interviews with key informants, as well as focus group discussions.

Deliverables:

The evaluation will result in the following deliverables:

1. Short inception report detailing the proposed overall methodology, scope, design of tools and final evaluation questions for the evaluation (including budget agreement) as a complete response to the ToR and based upon a desk review.

2. Evaluation report (outline, format etc. agreed in the Inception report) – max of 20 pages. The final version of the end of programme evaluation (EOPE) report should incorporate the comments received from partners (if considered appropriate) and key stakeholders of the programme. The report should be suitable to be shared by FINISH with the project partners and key stakeholders, other than DGIS.

The report should contain at least the following sections:

  • Executive summary (this should be a summary which can be used as a stand-alone document)
  • Introduction
  • Methodology
  • Findings
  • Overall assessment and analysis including review of modified project strategy.
  • Lessons learned
  • Conclusions & recommendations (for comparable future projects)
  • A list of organizations/persons consulted
  • A list of literature/documents consulted

3. A one-day workshop to present findings, lessons learned and recommendation of the evaluation to project stakeholders in India where the majority of the project team is located
