Request for Proposals – Procurement Notice

William J. Clinton Foundation (WJCF), New Delhi invites interested and capable agencies to submit proposals for the “Selection of agency for “Evaluating effectiveness of integrated patient navigation service pilot in Sehore, Madhya Pradesh, India”.

Introduction:

The William J. Clinton Foundation (WJCF) is a health organization committed to saving lives and reducing the burden of disease while strengthening and sustaining high-quality health systems. WJCF, with support of its international affiliate Clinton Health Access Initiative Inc. (CHAI), has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the both the Central and States’ levels on an array of high priority initiatives aimed at improving health outcomes. Currently WJCF works across projects and numerous states to expand access to quality care and treatment of HIV/AIDS Hepatitis-C, Tuberculosis, Cancer, Child health and Maternal health.

STUDY AIMS AND OBJECTIVE

The primary objective of this assessment is to capture the effectiveness of the pilot project in Sehore, MP. The assessment should also provide actionable insights and feedback, that can be incorporated to improve interventions should the pilot be either scaled up or replicated in other geographies. Specifically, there are two overall aims of the proposed assessment, as described below:

• Aim 1- Assess the extent by which key outcome indicators like appropriateness of care, access to outside home care delay and out of pocket expenditure (OOPE) and have changed in the intervention group patients vis-à-vis the comparison group patients.

• Aim 2- Assess the overall experience and satisfaction for patients that received intervention

DELIVERABLES

The research agency will provide WJCF with a specified set of deliverables. The deliverables include, but are not limited to:

• WJCF will share the survey tools, the agency is expected to review, translate, and pre-test the tools.

• Post pretesting, working with WJCF, the agency is expected to finalize the tools, based on feedback received.

• A detailed work-plan for executing the survey including plan for recruiting, operationalizing the data collection, composition of tele-surveyors and field teams, timeline for completion of each respondent group, and logistics required, etc. Agencies are expected to share the work-plan as part of the technical proposal; however, the final work-plan will be developed post awarding of the study and in consultation with WJCF.

• Obtaining approval from local IRB

• Equipment for survey – the research agency will be responsible for supplying working tablets/ mini-laptops, chargers, SIM cards, and backup batteries as needed in sufficient quantities so that each data collector has use of his or her own for the duration of data collection. Please note that WJCF will develop the electronic survey tools in SurveyCTO and provide the agency and its investigators with access to the data entry software. The collected data will be housed at WJCF’s servers in India. Agency will also be provided access to data collected on a real-time basis, to assist in monitoring of surveys.

• Developing training materials and field manuals and coordinating and conducting training sessions for data collectors. All materials for this purpose will be reviewed and approved by WJCF prior to finalization.

• Roster of field staff and their qualifications

• Bi-weekly sharing status of field progression.

• Weekly notes from debrief with supervisors and team members.
