About the Organization

PRADAN was created in 1983 by two young professionals, Deep Joshi and Vijay Mahajan, who were convinced that even the stubborn, endemic poverty of rural India can be solved. They believed that well-educated professionals working within communities can bring both the empathy and knowledge needed to help poor people improve their lives.

Deep and Vijay also believed that grassroots work in the spirit of pradan, or giving back to society, can be a fulfilling and viable vocation for educated men and women. They created Professional Assistance for Development Action (Pradan), to systematically groom and enable professionals with empathy towards the poor to work at the grassroots level.

In 1987 PRADAN began working with the government and over the years we have played a major role in developing such programs as IRDP, SGSY, and the National Rural Livelihood Mission. We continue to work for change that is sustainable and self-perpetuating, bringing skills and systems that help women, families and communities gain confidence and take charge of their own lives.

About the Proposal

The project “Women Connect” is being implemented in 3 community blocks of 3 districts (Jamui, Banka and Kisanganj) in Bihar state. Reliance Foundation (RF), a not for profit company which focuses on philanthropic initiatives, in particular, in the areas of rural transformations, health, education, sports, urban renewal, art, culture and heritage, blending modern technologies with the objective of transforming lives of people in a sustainable manner, is partnering with PRADAN, a National level NGO having a long experience implementing agriculture, gender & rural livelihoods programs in the proposed geographic area of Bihar.

The key objectives of the project mentioned below:

• Breaking the  Socio-cultural barriers
• Enhancing the women’s confidence for accessing mobile and internet services by enhancing her digital literacy by promoting All Women Digital Classroom(Mahila Esaksham Kakshya)
• Promote local women as community cum technology advocates (CCTAs).
• Design creative women centric technology.

Project Goal:

6000 adolescents’ girls and women enhance their knowledge on digital literacy and became capable on basic mobile and internet usage using various digital platforms in the areas of Health and Nutrition, Income Generation, Social Security, gender and women issues, Violence against women and online education.

Outcomes:

• 6000 adolescents’ girls and women break the socio-cultural barriers and became confident and capable of accessing the mobile and internet.
• 6000 adolescents’ girls and women trained in gender and patriarchy issues.
• 6000 adolescents’ girls and women trained in digital literacy.
• 30000 illiterate have been benefited by offline audio -visual contents.
• 15 Theatre of Oppressed (ToO) groups formed helping in breaking socio-cultural barriers.
• 20 Community cum technology advocates (CCTA) groomed and trained.
• 20 Digital Classes (Mahila E Saksham Kendra) help supporting building gender perspectives and digital literacy in 6000 adolescents’ girls and women.

Duration: The project duration is of 15 months from 15th July 2021 to 14th October 2022.

Geographic Boundary: The project is being implemented in 3 blocks of Banka, Jamui and Kisanganj Districts. The details of the family list along with blocks are in the annexes.

Project Participants: The project participants are primarily the women of the family, who are member of Self-Help Group (SHG) largely promoted and nurtured by PRADAN. Apart from her, the other family members of her family are considered as the direct project beneficiaries.

Key Stakeholders Involved: Apart from PRADAN professionals, the other key partners are village level trainers (VLTs),CCTA, and SHGs and its tiers.

Scope of work

The scope of the End-term evaluation includes assessing the following:

• Relevance: assesses whether the project is in line with local needs and priorities (as well as donor policy).
• Efficiency: measures the outputs – qualitative and quantitative – achieved as a result of inputs. An efficient project is one where signifies that the project uses the least costly resources possible in order to achieve the desired results. This generally requires comparing alternative approaches to achieving an output to see whether the most efficient approach has been used.
• Effectiveness: measures the extent to which an activity achieves its purpose, or whether this can be expected to happen on the basis of the outputs. Implicit within the criterion of effectiveness is timeliness.
• Impact: assesses the wider effects of the project – digital literacy – on individuals ( Women and adolescents’ girls), communities and institutions. Impacts can be intended and unintended, positive and negative, macro (sector) and micro (household).The evaluation will cover 3 blocks representing 6000 adolescents’ girls and women within the time frame on the sample basis. The sampling method will be mutually agreed upon.

Deliverables

• Evaluation plan (inception report): The plan should be prepared by the evaluator before going into the full-fledged data collection exercise. It should detail the evaluator’s understanding of what is being evaluated and why, showing how each evaluation question will be answered by way of: proposed methods, proposed sources of data, sampling methodology, and data collection procedures.
• Submission of draft questionnaires and its finalization: The evaluator will prepare and submit the draft questionnaire and will finalize the same through discussion with PRADAN and RELIANCE FOUNDATION before starting the field work.
• Field work and data collection: PRADAN will introduce the evaluators to the project participants, SHGs and local stakeholders. The evaluators will conduct meetings, focused group discussions and survey with the project participants, groups and stakeholders to collect data and information as per the questionnaires. Draft evaluation report: The evaluator will submit a draft report by the due date as mentioned in the time frame table below. The RELIANCE FOUNDATION and PRADAN will review the draft evaluation report to ensure that it follows the terms of reference, addresses all the evaluation questions, and follows any agreed upon format.
• Final report: The evaluator will submit the final report within 07 days of receiving comments from RELIANCE FOUNDATION and PRADAN.
