Request for Proposal
As part of its agriculture vertical, Samuday by HCLFoundation focuses on three key aspects -
- Awareness generation through training and capacity building activities on crop practice improvement
- Providing access to quality inputs
- Facilitation in output produce marketing
Since the Foundation is working with small land holders, increasing the profitability of farmers, processing and value addition through micro processing units is is considered a priority. This will not only help eliminate produce waste at the farm level, but also increase farmer profits in the area, encouraging entrepreneurship at a grass root level. These micro processing activities are proposed to be initiated through community institutions like farmer clubs, SHGs or a federation of these institutions like Farmer Producer Companies (FPO), Village Organisations (VOs), societies etc.
Description of RFP:
This RFP invites proposals from qualified agencies to:
a. Develop agri-value chain
b. Draft a 5-year business plan, keeping in consideration existing implementation plans for agro-processing, product development, packaging, and branding.
c. Develop training modules and build capacity of existing institutions on management aspects.
d. Conduct a study with farmers associated with HCLFoundation in the Hardoi district to analyze crops produced in the area (cereals, pulses, millets, oil seeds, vegetables, and major local commodities) and develop 5 business models. Please note: models created should list the end-to-end value chain.
f. Develop a business plan mentioning the breakeven stage, identify 5 best commodities for trading at fair and remunerative prices, define clusters, and create a list of machineries and processes required to achieve market linkage and profitability for farmers in the Hardoi district.
Who Can Apply
Non-for-Profit organizations with valid 12A & 80G & CSR 1 certificates are preferred but the application is also open to business firms / for-profit organizations. The organization should have prior expertise in the thematic area of the work.

Interested organizations may submit proposal plan as per their strength and expertise. Applicants are requested to share proposal along with duly fill in Budget Costing sheet, as per below mentioned submission details and deadlines.

- All enquiries regarding this RFP clarification should be shared before 26th December 2024 via email to syedmohd.y@hcltech.com.
- Proposals received after the due date will be liable for rejection.
- Proposal must include all the components mentioned above.
- We will adhere to strict activities-timeline listed as per Annexure 01. We encourage organizations to submit proposal and deliver the said work keeping the defined timelines as per the HCLFoundation’s Gant Chart in Annexure 01.
Please note: HCLFoundation would/could engage more than one NGO/partner in project execution with expertise in different components to operationalize the project on-ground through a convergence-based model.
