CLEAN NOIDA 

HCL Foundation, under the aegis of its flagship programme Clean Noida, embarked on an ambitious journey in 2018 to improve and strengthen the process of solid waste management in the geographic boundaries of Noida Authority. Clean Noida programme intends to carry out works and services to implement effective solid waste management in Noida city. This initiative aims to transform the city into a litter and waste free region, covering all Residential Welfare Associations and Urban Villages. The major focus areas of the project are capacity building of relevant stakeholders, awareness creation, intensive behavior change and deployment of technological solutions. Background
The HCL Foundation has partnered with the Noida Authority to design and implement the Clean NOIDA programme. The programme aims at improving the solid waste management (SWM) operations in the Noida city. It involves implementing SWM solutions including behavioral change initiatives in sectors and urban villages in the city. We had already conducted a pilot project in 5 prominent markets of Noida, doing rigorous IEC on reducing the usage of single use plastic under the ‘Plastic Heist’ 1 campaign. Also, generating awareness and spreading information with Noida authority’s support and encouraging market associations to create plastic free zones

Objectives of the RFP
The purpose of this document is to request for proposals in-line with the standards of HCL Foundation. Respondents are requested to submit their proposals on the basis of detailed instructions given below. Proposals are invited from organizations with a track record of successfully implementing projects in the domain of Solid Waste Management. Further the aim is to identify a notable partner to analyze the current situation of Noida with the aim to conduct a brief need assessment, furnish feasible solutions and plans in order to sustainably design a campaign and strengthening systems and processes in the market areas of Noida. And Implement operations in the defined areas, and also establish end-to-end systems for plastic eradication within the given geography. The objective is to develop a comprehensive guide to better living, by means of creating ‘Plastic free Markets’ which will not only lead to clean community but also reinstate aesthetic cleangreen value. Additionally, the aim is to create an enabling environment and behavioral practices prompting prolonged safe sanitation practices.

Submission Details 

Interested organizations may submit proposal plan as per their strength and expertise. Proposals to also include Gantt Chart with comprehensive list of activities proposed in scope of work along with a tentative timeline. Applicants are requested to share proposal along with duly fill in Budget Costing Excel Sheet, as per below mentioned submission details and deadlines. 


Budget: Budget must be submitted as per the Annexure-1 template. Please provide detailed break-up of each line item and all sub-line item costs with clear budget explanatory notes. Any taxes including Service Tax, Sales Tax, Value Added Tax or any other applicable tax, duty, cess or levies, must be quoted separately from the price of goods and services. The terms of payment along with a tentative timeline must also be attached. 

Gantt Chart: The Gantt Chart must detail the comprehensive list of activities proposed in the proposal along with a tentative timeline. 

Kindly provide an LFA with key objectives, activities, inputs, outputs, outcome and impact & a risk assessment and mitigation plan. 

The proposal must include indicators that will be used for assessing impact.

Budget proposals not shared in the given format are liable for rejection. Proposals received after the due date will not be considered.  Proposal must include all the components mentioned above.
