Request for Proposal- Management of 3 Mobile Health Clinics (MHC)

Introduction:
HCL Samuday is the flagship Corporate Social Responsibility initiative of HCL Foundation which is being implemented in partnership with Government of Uttar Pradesh. HCL Samuday strives to bring a lasting impact on the lives of people residing in rural India through participatory interventions in Agriculture, Livelihood, Education, Health & Nutrition, and WASH.
HCL Samuday strives to provide general OPD care to rural population at their door steps in its project area viz. different blocks of Hardoi. To achieve this, the project aims to run Mobile Health Clinics (MHCs) equipped with lab test kit, medicines and required HR.
Objectives:
Working with the existing set-up of HCL Foundation, the organization shall abide with the following objectives:
- Doctor Consultation vis qualified doctors in HCL Foundation supported Mobile Health Clinics for five days a week in 3 MHC
- Build capacity of Doctors, who will ensure professional excellence at the Project area
- To ensure efficient utilization of Portable Compact Mobile Labs
Broad Activities:
- Hire, train, retrain and maintain qualified doctors This includes coaching and developing skills of them to ensure quality of consultations is not compromised
- Collate and compile best practices, lessons learnt and recommendations and share them with HCL Foundation.
- Review, analyze and collate data generated at mobile health clinics and make recommendations based on the data.
- Support Samuday teams in using data at facilities for making decisions.
- Document project activities and prepare project progress reports. Provide technical inputs on all documents sent for review.
Staff training:
- Patient consultation, diagnosis and treatment.
- Counseling of patients especially in rural areas

- Data management and documentation
Activity
- Design monthly roster of MHCs for village visit
- Consultation to at least 60 patients per day in each MHC
- Supervise MHC including lab testing, medicine dispensation/stock and staff.
- Counsel patients on important public health issues.
- Provide day wise progress in monthly reports.
- Capacity building of staff for regular operations of MHC.
- Support to paramedical staff for MHC’s stock management.
Monitoring and Evaluation Plan
The Project shall be monitored at community and field office level. The organization shall monitor the programme through monthly reviews of progress reports. HCL Foundation’s members would also undertake field visits to see the progress and guide the technicians. The organization shall meet every month to review progress, take decisions to address any issue affecting the smooth implementation of the project and review and approve monthly activity plan. Collection of data to assess progress towards effective functioning of the mobile units shall be done as appropriate.
- Mobile Health Clinic (MHC) wise progress and quality assessments report
- Monthly reports including monthly progress report and action taken for follow up
Project Duration
The project shall be started from 1st March 2021 for a tenure of 1 year
Geographical Location
The three MHCs shall be running across different blocks within Hardoi district of UP
Who Can Apply
Non Profit Organisations with valid 12 A & 80 G certificates are preferred but the application is also open to Business firms/ for Profit Organisations
The organization should have prior expertise in the Thematic Area of the Work
