Background on Triggerise

Triggerise is a growing non-profit social enterprise headquartered in The Netherlands, with offices in South Africa, Portugal, India, and Kenya. Triggerise builds scalable solutions, using mobile technologies, to deliver resources to underserved communities where traditional aid fails to address the changing needs of fragile markets. Triggers employs a digital platform that connects consumers to local small businesses—giving them both the power to access health information and services on their own terms. Building on these relationships, we specialize in the application of behaviour economics to motivate consumers to make positive choices—helping them to overcome individual barriers as they arise while adding value back into their economies.

 

The innovation Triggerise uses to improve sexual, reproductive, and maternal health outcomes among adolescent girls and young women ages 15-32 in Rajasthan, Uttar Pradesh, and New Delhi, India is a motivation platform. In our case, “platform” refers to the infrastructure that links communities of users, partners, content, and transactions with the goal of motivating healthy behaviour. Annex 1 provides detail on Triggers and how the Tikosystem digital platform works.

 

RFP Objectives

Triggerise is looking for an experienced research agency to implement an external health impact evaluation of Triggerise’s intervention in India. The goal of the research is to gain a better understanding of the impact the program had on participants, and to generate insights on the merits of the various platform features and their efficacy. The research outputs will be used for external dissemination. Agencies should have a track record of creating research outputs geared towards publication and should be able to obtain IRB approvals from relevant boards on their protocols and plans. Method

The approach of the research should be two-fold: primary research and analysis based on internal data.

Primary research: First, the agency should conduct primary research to provide quantitative and qualitative feedback on outcomes of health impact and lives improved. This will primarily answer the question of additionality. That is, to what extent the tiki platform expanded access and attracted new/additional users of contraception, who in its absence, either would have delayed uptake of contraception or would have not have taken it up at all. The primary research will also include an assessment of the potential of the tiko platform, features of the platform that were liked, and feature modifications that will make the user journey more efficacious and convenient.

This primary research will need to be undertaken with two sets of target audiences: one who came to use the Maternal and Child Health (MCH) services on the platform; and those who availed the platform for their contraception needs. The age bracket for the MCH service users is between 15-32, while the age group for contraceptive users is 15-24 years.

 

In addition to the primary research, the selected agency will also use our internal data to estimate cost per user acquired, cost per CYP (couple years of protection), and its cost-effectiveness compared to other published benchmarks both against like-organisations in India as well as international benchmarks such as those set by organizations like WHO. The selected agency will also use externally validated models (such as LiST or IMPACT2) to estimate DALYs, unintended pregnancies averted and lives saved due to the intervention.

 

Proposal Requirements and Formats

The agency is expected to have demonstrated experience evaluating health projects that determine health impact in the India markets, and preferred specific experience in the UP markets.

1. The agency will use their own infrastructure and staff to carry out the evaluation and develop the final outputs.

2. The costed proposal budget should outline the cost per Consultancy Output stated above. Triggerise reserves the right to negotiate the budget with the successful bidder to account for changes in the scope of work.

3. The proposal should outline the methodology, process and timeline to deliver each Consultancy Output.

4. Proposal submission deadline is December 9, 2020.

 

Proposals should include the contents below:

  • Cover page: Summary with basic information such as names, official address, contact information, proposed budget, etc.;
  • Capacity statement: A brief capacity statement as to why your firm and the team you are proposing is well positioned to undertake the engagement;
  • Qualification to the scope of work: Any qualifications that you may have regarding the scope of work
  • Proposed methodology: Your proposed research methodology to delivering on the scope of work requirements including measures to safeguard and protect any
  • adolescents and respondents that you involve in the study
  • Workplan: proposed work plan with tasks, responsible person/s and timeline
  • Budget: Total budget envelope required to deliver the work (in Euro), and line item breakdown of direct costs and overheads
  • References/examples of similar engagements that demonstrate expertise in health impact evaluations undertaken by the firm in the last 3 years

Instructions to Agencies Applying to RFP

Triggerise invites interested parties that meet the qualifications listed below to submit proposals regarding their related service offerings. All information shall be submitted in the format stipulated in this RFP.

Agency’s costed proposal in powerpoint format should be emailed to the following address no later than December 15, 2020: payal@triggerise.org . A contract will be awarded to one agency based on the evaluation of the RFP response and the satisfactory outcome of financial and timeline negotiations.

All information available through this study including its outputs, reports, data, briefs, conversations etc shall remain property of Triggerise and the selected agency will not disclose or disseminate without written permission from Triggerise.
