About the organisation:

WaterAid India (WAI) is registered as Jal Seva Charitable Foundation (JSCF) from 2010, a not-for-profit company under section 25 of the Companies Act, 1956. JSCF is an associate member of WaterAid International. Across India, WAI’s presence is in 13 states, covering 47 districts.

While WAI’s goal is universal access to WASH, its work is prioritised from the locations of the excluded and most marginalized communities. WAI works on themes such as drinking water security, sanitation, WASH in health and nutrition, WASH in schools and Menstrual Hygiene Management, in rural areas and in urban locations including census, small and medium towns. WAI’s country office is located in Delhi. Each region is managed through a Regional Office (RO) located in Lucknow, Bhopal, Hyderabad and Bhubaneswar. RO-East in Bhubaneshwar manages Odisha, Jharkhand and West Bengal. Apart from its own programs, WAI’s work also focuses on WASH policy and advocacy, both at national and state levels.

Context of the proposed assignment:

In its new program strategy 2020-2025, WAI has identified West Bengal as strategic state for program intervention. WAI has identified three districts namely Purba Bardhaman, Bankura, and Hooghly in West Bengal where it can make a significant impact. The program design is focused on finding solutions on issues of water scarcity and poor water quality impacting agrarian communities in these identified districts. This includes working with communities in intervened villages to promote recharge measures, distribution systems, and Operations and Maintenance (O&M) processes. 

In order to better understand the current state of landscape in context of WASH (Water, Sanitation and hygiene) in communities and institutions in these districts of West Bengal, WAI intends to undertake a baseline on WASH.

WaterAid invites proposals to conduct baseline survey across the selected approximately 45 Gram Panchayats spread across these three districts of West Bengal.

Objective and Purpose:

  • Establish baseline for intervention in approx. 45 Gram Panchayats on the key change indicators which will include, the following:
  • Household water access, piped water supply or other means quantity and quality, toilets, usage and handwashing facilities
  • Drinking water sources, technologies, location, functionality and water quality
  • Surface water sources to understand the potential to enhance ground water recharge
  • WASH in Anganwadi Centres and Schools

Timeline:

The duration of assignment will be maximum of 1.5 months and is expected to commence from July First week till mid-August, 2021.
