Terms of Reference for developing videos for sensitization and mobilization

We kindly request you to submit your Quotation/Proposal for Developing Videos for Sensitization and Mobilization- 1) SRL Project : 5 short videos of duration 2-4 mins will be created on livestock theme, agriculture practice and Institution building.

2) ESCA Project: - Two videos and 1 audio clip need to be developed on improved cookstove incorporating local context as per enclosed list/ specifications. In this regard please note the following: 

(a)   The items to be quoted and supplied to CARE India should meet quality specifications as laid out here under:

(a)   We would expect you to attach copies of Catalogues as well as Certificates, if any, for the items quoted along with your bid.

(b)   All the goods/services are to be provided to CARE India within the time period as specified in delivery schedule. 

(c)   In case the services provided by you do not confirm either to the quality specifications of CARE India or the prescribed delivery schedule, CARE India reserves the right to not accept delivery of the items and in such event, no expenses of any sort will be reimbursed to you. 

(d)   Our request and your quotation should follow the prescribed General Terms & Conditions of CARE India, which has already been accepted by you at the time of your empanelment with us.

(e)   Please ensure that the bid should be made on the Request For Quotation (RFQ/RFP) proforma as attached at Annexure-1.  However, in case the bid is submitted using a separate sheet (which must be in the same proforma format), this RFQ/RFP in original should also be returned to us along with the bid.  In the absence of which, your Bid may not be considered for evaluation.

(f)    Please quote reference of the RFQ/RFP in your bid and all other related correspondences.  Only the authorised person of your organisation should sign the quotes and affix the official Rubber Stamp in authentication of the Bid.

(g)   Quotation/Proposal should reach us on or before 04.12.2021 via email to the address mentioned below:

(a)   In the course of preparing your Quotation/Proposal, it shall remain your responsibility to ensure that it reaches the address above on or before the deadline.  Quotations that are received by CISSD after the deadline indicated above, for whatever reason, shall not be considered for evaluation.  If you are submitting your Quotation by email, kindly ensure that they are signed and in the .pdf format, and free from any virus or corrupted files.

(b)  Any discrepancy between the unit price and the total price shall be re-computed by CISSD, and the unit price shall prevail, and the total price shall be corrected.  If the Service Provider does not accept the final price based on CISSD’s re-computation and correction of errors, its Quotation will be rejected.

(c)   Please be advised that CISSD is not bound to accept any Quotation, nor award a contract or Purchase Order, nor be responsible for any costs associated with a Service Providers preparation and submission of a Quotation, regardless of the outcome or the manner of conducting the selection process.

(d)  Goods/services proposed shall be reviewed and evaluated based on completeness and compliance of the item specification and responsiveness with the requirements of the RFQ/RFP and all other annexures providing details of CISSD requirements. 

(e)   The Quotation/Proposal that complies with all the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract.  Any offer that does not meet the requirements shall be rejected. 

(f)   No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by CISSD after it has received the Quotation.   At the time of Award of Contract or Purchase Order, CISSD reserves the right to vary (increase or decrease) the quantity of services and/or goods, by up to a maximum twenty-five per cent (25%) of the total offer, without any change in the unit price or other terms and conditions. 

(g)  The validity period of the RFQ and terms and conditions thereof, if any, should be valid for 60 days 

(h)  CARE India will make 100% payment within thirty (30) working days of receipt of the actual bills at designated place and acceptance there of by it subject to necessary deductions as per applicable local Laws. 

(i)     CARE India reserves its right to accept or reject any quotation without assigning any reasons thereof whatsoever.

(j)     CARE India will not deposit any advance/security for the services.

(k)  No deviation from either item specification/quality or contract terms and conditions will be accepted.

(l)    CISSD encourages every prospective Service Provider to prevent and avoid conflicts of interest, by disclosing to CISSD if you, or any of your affiliates or personnel, were involved in the preparation of the requirements, design, cost estimates, and other information used in this RFP/RFQ 

(m) CISSD implements a zero tolerance on fraud and other proscribed practices, and is committed to preventing, identifying and addressing all such acts and practices against CISSD, as well as third parties involved in CISSD activities

(n)  Attached are our standard terms and conditions and submitting quote by your organization means that you abide by CARE standard terms and conditions.

(o)  Special Terms and Conditions or services expected from you on this RFQ/RFP are attached in Annexure – II (Yes / No).
