Job Description/Responsibilities

The Assistant Manager – Social Policy and Impact shall represent MSC and work with prominent clients, such as the Department of Food and Public Distribution, the Department of Agriculture and Farmers Welfare, the Department of North East Region, state governments, and other stakeholders depending on the work. At the client locations, the Assistant Manager – Social Policy and Impact shall have detailed responsibilities that will include:

  • Work alongside a team of consultants employed by MSC at these client locations on the aspects mutually decided between MSC and the client,
  • Provide strategic and technical support to clients to ideate, define, and operationalize the initiatives undertaken by them from time to time,
  • Provide day-to-day operational support to implement the ongoing work,
  • Lead and facilitate discussions with these clients and implementation partners for the work being implemented by them in different states and union territories,
  • Help the MSC team organize quarterly or monthly meetings, workshops, and seminars on various topics concerning the clients,
  • Write blogs, reports, and other publications for external dissemination.

Other than the above-mentioned work, as part of the Government and Social Impact (GSI) team at MSC, the Assistant Manager – Social Policy and Impact will work with governments, development agencies, donors, and other institutions to:

  • Define, design, and improve strategy and public policy choices
  • Design and manage research/study projects to gather evidence to improve the delivery of social welfare and development programs
  • Re-engineer and digitize processes to deliver efficient and targeted services and benefits
  • Conduct pilots and support the implementation
  • Monitor and evaluate programs

Business Execution

  • Participate in assignment set-up and de-briefing meetings of assignments
  • Lead small and simple assignments under supervision
  • Execute assignments with the utmost diligence, attention to detail, and focus on quality
  • Support the process of report writing and data analysis
  • Develop linkages with the junior staff of the client to gather assignment-related information/data
  • Assist in the review of training courses delivered, research papers prepared, the curriculum developed, and technical assistance provided to clients
  • Contribute to the development of MSC’s toolkits and other publications
  • Build trustworthy relationships with clients and understand their requirements in detail.
  • The candidate will also support MSC’s business development activities, including proposal development and marketing activities, as required, from time to time.

  • Assist and support the development of other staff by providing guidance and advice where appropriate
  • Take ownership of self-development by acquiring skills, and knowledge that add value to the organization
  • Conduct ‘Quality of Delivery’/Feedback assessments with team members after assignment execution in line with the quality control guidelines.

Education Qualification/Required Skills & Experience

  • A master’s degree or MBA in Public Policy, Public Health, Economics, Public Administration, Social Work, Rural Development, Agri Business, or other relevant professional qualifications in line with the areas of specialization.

Desired experience and competencies:

  • Experience in development and social sector with a consulting firm, think tank, donor/development agency, research organization, or government
  • Prior experience of working directly with the state/ central government department/ ministry is preferable.
  • Experience in one or more of the following sectors – Food, agriculture, petroleum (LPG), fertilizer, rural development, women and child development, social protection, education, and energy
  • Experience in one or more of the following functional areas:
    • Strategy and public policy design for social welfare programs
    • Social welfare program implementation
    • Social protection effectiveness evaluation
    • Process reengineering and digitization
    • Social welfare program design and direct benefit transfer
    • Financial inclusion
    • Public finance and expenditure
    • Monitoring and evaluation
    • Human-centred design
    • Project management
    • A strong field orientation and proven interpersonal skills
    • Excellent spoken and written English
    • Proficient in Word, Excel, and PowerPoint.
