2. Job Background and Purpose:
Piramal Foundation for Education Leadership (PFEL), an initiative of Piramal Foundation, is a change management organization that aims to improve student's learning outcomes by transforming Education Leadership at State, District, and School level, in partnership with District, State, and Central Governments. We aim to catalyze behavior change at scale, supporting government officials across the value chain to improve processes, deploy tools, integrate technology, and develop mindsets, leadership skills, and knowledge to improve children's quality of learning.
We wish to impact children's life chances by creating a second generation of education reforms that inspire a cross-section of stakeholders, including the government, other development partners, donors, and the general public.We endeavor to initiate an education movement to bring about a much-needed change in India's schools.
State Transformation Program (STP) is one of our critical programs attempting to redefine state & district level structures, curriculum, people capabilities, policies, and work processes. The program aims to systemically build a skilled and engaged teacher workforce to deliver 21st Century Competency skills.
The technology Program Manager (PM) works closely with cross-functional teams with representation from domains like pedagogy, leadership development, teacher professional development, M & E, education policy, program design, organization development, MIS, change management, and process re-engineering. The PM will develop a deep understanding of the organization's business needs to identify, design, and deploy technology products that reduce effort, bring transparency to support better decision-making, and create end-user delight. The PM builds and leads a diverse team of program leaders and collaborates extensively with other internal teams to achieve this.
This role is for a technology professional with at least five years of work experience looking to leverage their software product development expertise and contribute to India's education transformation journey.
The professional would also be working with government &technology partners in activities ranging from product design to delivery and hands-on implementation. The professional would lead vendor/technology product selection, review contracts, build long-term relationships, engage with government officials, and manage & coach other team members.
3. Key Responsibilities and Duties Percentage (%)
A. Technology & Stakeholder Partnerships 20%
- Managing technology partner relationship and expectations.
- Explore and evaluate new partnership opportunities, proposals, and contracts.
- Align the technology partner with KEF STP vision and program outcomes.
- Participate in meetings, and field visits to showcase organization’s programs and impact to existing & potential partners.
- Represent the technology team in various meeting with state government stakeholders and explore areas where STP technology products can create a significant positive impact.
B. Manage Change 20%
- Set up systems to drive technology change initiatives e.g. stakeholder mapping, review and reporting mechanism, communication planning, and team capacity building around values, culture and strengths to ensure sustainable change.
- Guide technology program leaders to become effective change agents
- Work towards a judicious blend of well-understood processes and requirements, realistic expectations for vendor technologies, a pragmatic and comprehensive deployment and change management plan, and commitment at all levels of the organization.
- Assess and plan for project risks
C. Software Product Management 20%
- Working with technology partners &cross-functional teams, manage software product's conception all the way through to its launch by addressing Why, When, How, and What of the product that is being developed.
- Help to identify attributes of product and project success and assign metrics to ensure that partner development efforts are driving towards successfully delivering a quality product.
D. Team Building & Coaching 20%
- Hire, develop, motivate, and retain the talent for Technology team
- Coach Program Leaders (PL) in charting their Individual Development Plans (IDP) and make continuous progress towards them.
- Help create and sustain a culture of collaboration, ownership, continuous-learning, and excellence.
E Facilitate TechFirst! Culture 20%
- Leverage technology implementation initiatives to emphasize the role of technology in building sustainable and scalable solutions.
- Enable a culture of ease and experimentation with technology within the organization

- Growth in trust & quality of relationships with technology partners.
- Number of key partners and the duration of relationships.
- Number of timely delivery of software products to various state governments.
- End-user satisfaction (delight) and ownership of software products.
- Palpable positive & collaborative culture within Tech team.
- PLs marking themselves high on Meaning Learning Joy & Pride (MLJP).
- Number of people in organization signing up and completing TechFirst! courses on internal LMS.
- Number of tech experts created outside of the Tech team.

Work Condition and Environment
- Min 15 days/month traveling to field on short notices will be a part of the role. The organization will sponsor the cost of travel as per norms. Due to COVID restrictions travel is currently prohibited and the professional is expected to Work From Home (WFH).

6. Person Specification
Qualifications and Experience
Education:
- BE Computer Science or MCA or Graduate with requisite skills/experience may apply.
Experience:
- At least five years experience in managing software product development& delivery
- Experience building and maintaining relations with technology vendors
- Experience of leading cross-functional teams
- Experience in leading large scale change management initiatives
- Experience in developing, coaching, and leading teams
- Experience working with government stakeholders is a plus
Skills and Knowledge:
- Working knowledge of agile software development methodologies
- Knowledge of open-source software ecosystem
- Working knowledge of dash boarding tools like Google Data Studio
- Passion for service and social impact, especially in the space of public education
- Readiness to learn, unlearn, and re-learn while adapting to a dynamic work environment and needs
- Comfort with taking up new and complex problems, applying everyday learning and insights, and solving through collaboration
- Proven track record of working with high performing, geographically distributed, and diverse teams
- Strong interpersonal skills, strong writing, and research skills.
- Able to lead and motivate cross-functional teams.
- Capable of building and managing relationships with key stakeholders of organizations working in the technology, education sector, social impact organizations, and state government.
- Working knowledge of Microsoft 365 environment and excellent Microsoft Office competency (Word, Excel, PPT etc)
- Facilitation & presentation skills
- Advance level quantitative and qualitative analytical skills
- Ability to manage difficult partners and stakeholders and balance between relationship and project outcome.
