NCPI PLUS is inviting application for the post of Program Manager   for  Global Fund supported “Vihaan Care and support Program”  for the 10 States ( Bihar,Chandigarh,Delhi,Haryana,Himachal Jammu,& Kashmir Jharkhand, Sikkim, West Bengal and Uttarakhand)


NCPI + is a national body of People Living with HIV (PLHIV), affected individuals and organisations with the vast range of experience and expertise from grass root to policy level. NCPI+ is based on the principle that, this long experience and expertise must contribute constructively and meaningfully in the policy and programme decisions to bring positive change in country. NCPI+ works with the aim to increase active, transparent and constructive participation of PLHIV and health activist to strengthen care, support and treatment response of the country and improve the quality of life of individuals and families to control HIV.


NCPI+ aims to build on existing structure of PLHIV network at state and district level.  It will collate experience of long time community leaders and invest in a cadre building of second and third line leaders and educators. Create more equitable, accountable, inclusive and responsive advocacy platform with particular attention to needs of women, youth/adolescents, sex workers, people who use drugs, MSM and Transgender/Hijras.

Responsible for overall management including programme implementation overview, administration and  finance management of Vihaan Programme in the state/region



Main Functions:


The Programme Manager will be primarily responsible for the programmatic implementation of the Vihaan programme with the goal to improve the survival and quality of life of People Living with HIV (PLHIV) through the establishment of 320 CSCs in 32 states and union territories in the country.


The Programme Manager will thus be responsible for managing and providing programmatic, technical and organisational development guidance and support within NCPI PLUS as the sub -  recipient and to programme implementing partners; supporting and managing programme development and capacity building; promoting innovation and documentation of good practice in CSCs managed by sub-sub-recipient (SSR) partners; and, actively representing and contributing to planning and policy work on behalf of Vihaan programme in the state/region.


The Programme Manager will be responsible for the results of his/her team, supporting senior management in ensuring the overall welfare and success of Vihaan programme, managing various working groups, and participating actively in the management meetings. S/he will also be responsible for coordinating with the team working on Vihaan programme, including providing inputs for recruitment, appraisal and personal development support.




Key Responsibilities:


  1. Programme Management and Development


Objective: To effectively implement and manage Vihaan programme and the programme components.


  • Lead, support and manage the development and implementation of various programme implementation plans and budgets including of the SSRs
  • Contribute to the development and implementation of effective monitoring, review and evaluation strategies and activities for the programme against agreed project deliverables
  • Work with other members of the Vihaan programme, especially those working on M&E, Finance, Advocacy and Capacity Building to liaise with SSRs in preparing and submitting programme and other reports to Alliance India and SACS on a regular basis, as required, for internal and external use
  • Review, analyse and provide quality and timely feedback on programme reports and other documents relating to programmes and SSRs
  • Analyse and document the progress, impact, challenges and lessons learned of the programme.
  • Maintain and coordinate effective relationships with Alliance India, SACS, DAPCUs and/or any other development partners in the state/region
  • Contribute to operational research related to Vihaan programme
  • Contribute to the development of tools and resources for use by Alliance India, NCPI PLUS and SSRs in care and support programming


  1. Capacity Building and Technical Support to SSRs


Objective: To develop the programmatic and technical capacity of programmes, NCPI PLUS SSRs and team members to effectively manage and deliver a quality care and support programme


  • Assess the programmatic, organisational and technical support needs of programmes, NCPI PLUS and SSRs
  • In coordination with team members, identify needs and develop capacity building plans of SSRs relating to key deliverables under Vihaan programme 
  • Lead on developing programme guidelines as well as assist in the development of capacity building manuals for the SSR partners
  • Directly provide and facilitate the delivery of technical assistance and capacity building support for strengthening the programme and organisational development of SSRs
  • In collaboration with the Finance & Administration team, review partners financial systems and procedures and facilitate specific technical support in areas including overall programme budgeting, financial management, internal control systems and grants management
  • Identify, procure and manage any relevant external technical support that may be required for the programme and SSRs
  • Monitor, review and evaluate the progress and impact of capacity building programmes
    • In conjunction with Finance and Administration team assess, identify and develop individual capacity building needs of (name of the organization) team members, and develop staff training plans
    • Lead and contribute to the NCPI PLUS technical capacity to address the care and support needs of PLHIV community


  1. Team Planning and Development


Objective: To work effectively and collaboratively as a key member of NCPI PLUS Programme team.


  • Contribute to the planning, co-ordination and implementation of the Vihaan programme work plan
  • In collaboration with the senior management, develop strategic direction and workplans (as appropriate) for the Vihaan programme
  • Work closely with other members of the Vihaan programme team to develop and implement appropriate programme and technical support strategies
  • Contribute to NCPI PLUS organisational strategic planning processes
  • Lead the team, through continuous encouragement, setting clear work /activity plans and close monitoring on the quality aspects of deliverables through a lead by example approach





  1. External Relationships and Networking


Objective:  To develop and maintain appropriate external relationships to foster greater understanding and support for the Vihaan programme and to mobilize additional resources for meeting the care and support needs of PLHIV


  • Work closely with the senior management to establish, maintain and strengthen effective relationships between NCPI PLUS and key stakeholders, including  State AIDS Control Societies, District AIDS Control Prevention Units (DAPCU), SSRs and civil society organisations involved in HIV/AIDS programmes, in particular those working in Prevention, Treatment, Care and Support 
  • Initiate and organize regular meetings of the State Oversight Committee in the state/s to facilitate effective implementation of the Vihaan Programme. This includes close coordination with SACS, SSRs and other stakeholders
  • Participate, as required by the senior management in relevant external committees, partnerships and consortia, which involve NCPI PLUS as member
  • In close consultation with the Advocacy team, identify key advocacy issues at the state and districts levels, and where necessary provide support to SSRs to develop and implement effective advocacy strategies and activities
  • Contribute programme learning to Alliance India communications and knowledge management initiatives, ensuring the communication of best practice recommendations about care and support related issues are promoted within Alliance India and to external organisations
  • Where possible collaborate in research initiatives on care and support in the Vihaan programme. This may include operational research projects and multi-sectoral seminars to share experiences


  1. Miscellaneous


  • Undertake other responsibilities not outlined above which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the line manager and the post holder




Person Specification


Job description:

Programme Manager: 


Required experience/skills/qualities:         


  • Master’s degree in social sciences, health or development field (or equivalent).
  • At least 3 to 5 years of relevant project management experience in the health or development sectors, including at least 3 years’ middle management experience. The criteria for selection will be relaxed for members from PLHIV or key population group with relevant experience and calibre and final decision lies with the interview panel  


  • At least 2 years experience working in HIV Care Support Programmes, including experience working with PLHIV and networks


  • Demonstrated knowledge and understanding of development issues and the HIV epidemic(s) in India, particularly in relation to care, support and treatment.


  • Demonstrated knowledge and understanding of donor environment, donor relations and donor M&E and reporting systems.


  • Demonstrated experience of project proposal development and budget preparation.
  • Experience of working with Government department and stakeholders from Govt. institutions is desirable


  • Excellent analytical, writing and verbal communication skills


  • Excellent skills in using MS office


  • Experience of working with multiple stakeholders in civil society and the government at different levels.


  • Experience of providing technical support to and capacity building of organisations, especially those working at the community or grassroots level.


  • Ability to work effectively in teams as well as independently
  • Ability and willingness to undertake extensive travel, primarily within India.
  • Strong commitment to HIV/AIDS and sexual and reproductive health and rights
  • Fluent in English, Hindi and/or (any other regional languages)
