Background

India is one of the youngest nations in the world. With over 27.5 % of the population considered youth in the age group of 15-29 years, on grounds of equity alone, they should be the focus for a significant proportion of national focus and investments. The government of India devotes a hefty portion of the budget, along with instituting various programmes and schemes for the benefit of the youth population of India. The National Youth Policy 2014 laid down a framework for strategic interventions by Government and non-Government stakeholders, to empower the youth to enable them to realize their full potential as also to contribute to the progress of the nation.

Objective of the Assignment

The objective of the assignment is to undertake a comprehensive review of NYP-2014, carry out an indepth analysis of the situation of young people in India, including from their own perspective focusing on their aspirations, needs and risks having a bearing on realizing their potential and fully contributing to economic and social development of India. The review and analysis are intended to deepen policy makers’ and implementers’ understanding of key issues youth of the country is facing in present and to devise appropriate strategies for mainstreaming youth in the development agenda. Finally, it is intended to formulate revised National Youth Policy (2019) including an Action Plan for its implementation over the next 5 years.

Scope of the Assignment

The selected Service Provider is expected to carry out review NYP-2014 in order to take stock of key achievements and challenges and refocus the priorities for youth going forward. The Service Provider will review all youth related schemes and programmes implemented by various Central Ministries and Departments, assess the progress against targets on the leading and lagging indicators of success of NYP2014, undertake necessary socio-economic and cultural analysis to understand the status of the youth, identify challenges and opportunities and propose appropriate interventions. The Service Provider is also to identify various stakeholders working on youth development, analyze the impact of their activities and determine how these stakeholders can be aligned and leveraged to more effectively support the youth of the country. The Service Provider is also expected to revise the NYP-2014 and recommend an Action  Plan to be implemented by the central Ministries, Departments and Agencies to holistically address various priorities concerning youth in the next 5 years.

Desired Academic Qualification and experience of Team Leader and Members

  • Team leader should have a master’s degree in Development Studies, Economics, Statistics, Business Administration or any other Social Science relevant to the assignment and should have 10 years of demonstrable experience in policy & planning related work;
  • At least one team member should have 5 years of proven experience in youth development related theme;
  • At least one team member should have 5 years of proven experience in implementing research methodologies including quantitative and qualitative data collection methods such as FGD and KII;
  • All supporting team members should have bachelor’s degree in development studies, Economics, Statistics, Business Administration or any other Social Science relevant to the assignment and should have 5 years of experience in conducting research studies independently or working as part of a research team in social development sector.
  • The team members should have strong understanding of youth development related issues;

Language

  • Team Leader/Members should have excellent English writing and oral skills. Proficiency in Hindi will be advantageous.
