Project PAHAL:

USAID and IPE Global have partnered to leverage financial and technical resources via Project PAHAL – Partnerships for Affordable Healthcare Access and Longevity. PAHAL aims to catalyze the private sector in developing quality and affordable healthcare solutions for the urban poor. PAHAL is a collaborative platform, which seeks to connect, capacitate and catalyze innovative IBMs focused on improving health outcomes with a potential to scale. PAHAL was created with a vision to build an inclusive and self-sustainable health ecosystem that will strengthen private healthcare networks to expand and scale-up their services and coverage for the urban poor.

Scope of Work:

India has the highest TB burden in the world, and accounts for a quarter of the TB cases globally. According to estimates1, there were 2.7 million cases of TB in 2017. An estimated 410,000 patients succumbed to the disease in 2017, many defaulted and a significant proportion of patients were subjected to substandard TB care and treatment, resulting in huge socio-economic losses.

In recent years, the government has shown a renewed commitment towards TB elimination in India by allocating resources and encouraging a holistic approach to patient care. However, the resources will fall short of the requirement, leaving a large unfunded gap in the country’s TB program. In this context, impact investments that seek both financial and social return have become increasingly popular as a means of bringing in new pools of capital to bridge the financing gap. Impact Bond is one such mechanism that can catalyze additional resources to achieve stipulated targets for eliminating Tuberculosis and bring India closer to achieving its goal.

Project Strategies:

The project will be implemented in fifteen districts of Madhya Pradesh having a total of 135 Designated Microscopy Centers (DMCs). One Cluster coordinator will be deployed at each DMC. He will be responsible for identifying and enrolling TB patients every week. He will monitor and track the patient’s weight, BMI and sputum test outcomes, and will be the key personnel responsible for counselling patients, conducting peer-peer sessions and distributing food baskets to the patients. These coordinators will report to the Project Coordinator of the district.

The project will address treatment adherence and undernutrition among TB patients using the following strategies:

  • Treatment Adherence & Nutrition Counselling Support
  • Community Based Management
  • Food Basket Distribution
  • Linkages to Government Schemes


The Agency will be expected to provide the following deliverables:

Evaluation plan demonstrating an understanding of the project which includes:

  • The design and evaluation framework with the key questions, sampling strategy, data collection methods, confidentiality and ethical plans, training plans for enumerators if any, schedule of activities and who is responsible for data collection.
  • Proposed approach/methodology/tools and management control system
  • It should also include a description of the oversight for data entry, data cleaning and data management, and a brief description of the intended approach to analysis.

A summative evaluation to assess the data quality, challenges, relevance, effectiveness, efficacy, impact and sustainability of the project with regard to the objectives

Training of enumerators as needed

Progress reports from periodic project assessments with a frequency as proposed by the consultant

Completed draft report of the summative evaluation incorporating analysis of all data collected


As part of creating scientific evidence, the project is committed to evaluation and evidence-based decision making.

The project seeks an external consultant (person or team) to undertake and complete evaluation activities. The broad objectives of this assignment would be

  • Evaluation design and completion of an evaluation framework;
  • Validate MIS data and results periodically on specific indicators;
  • Coordination with PAHAL for ongoing monitoring and reporting.
