Job Description:

Role:

Entrepreneurship Development and Micro-finance Specialist based in New Delhi and as part of a Technical Support Unit to the National Urban Livelihood Mission (NULM) India.The position will report to the Team Leader and provide support to the team and will provide specific inputs for entrepreneurship development and micro-finance to the TSU for the National Urban Livelihood Mission (NULM). The E&MF Specialist would ensure the strategic, technical, and financial integrity of the program. The E&MF Specialist would be responsible for achieving the program’s expected results, specifically in Self-Employment Program (SEP) and foster entrepreneurship development activities of the NULM.The E&MF Specialist will prepare entrepreneurship development strategy, its guidelines (revisions in existing guidelines wherever applicable), action plan for its roll-out in states, toolkits for state missions and a robust framework for monitoring its implementation and evaluation of its impact. The position shall demonstrate skills in managing client interface for her/his component and ability to work in collaboration with other team members.

Responsibilities:

  • Develop strategies and approaches for micro finance and micro enterprises development
  • Develop manuals and implementation guidelines for state and city mission counterparts
  • Develop / contribute to micro finance and micro enterprises development aspects
  • Support the state/city teams in Odisha and Telangana to support sanitation-based entrepreneurships
  • Strengthen the bank-linkages component of the NULM and provide back-stopping support to the newly launched PAISA portal
  • Prepare research papers and case studies on micro finance and micro enterprises development aspects of NULM
  • Identify the capacity building needs of the national, state and city level government stakeholders on micro enterprise development
  • Assess and document existing capacity gaps of resource organisations, SHGs and CBOs and supporting the communities in identifying sustainable micro enterprises
  • Identify and facilitate linkages between communities and micro enterprise related service providers (government, non-government and private sector) such as credit institutes, market information providers and develop a data base of such service providers
  • Develop a training program on micro finance and micro enterprise development suitable officials and field organisations in NULM
  • Adapt the previously developed tools, approaches and strategies to suit current context
  • Develop training manuals and Training of Trainers program targeting the officials and field organisations
  • Develop a user friendly tools to analyse key features of micro finance schemes available, access to the beneficiaries, finance indicators such as interest rates, complementary and supplementary services, past records of the credit suppliers and service delivery standards
  • Coordinate component specific inputs and expertise from the client, donors, home office (UMC head office) and partners in a collaborative manner
  • Build relationships and engage private sector organizations to make substantial contributions to support urban livelihood (e.g. companies foundations, and associations), including financial investments
  • Draw upon technical guidance from international best practices, national/ state/ local plans

Qualifications and Experience:

  • Master’s Degree in Finance/ Economics/ Marketing or a closely related field. A secondary degree in urban planning/ city planning/ public administration, poverty, livelihoods or related field will be highly desirable
  • Minimum of ten years of relevant work experience after postgraduate qualifications and must have held technical positions managing urban sector projects/ programs with an emphasis in WASH and/ or livelihoods
  • Minimum of 2 years working experience in a ministry of national government will be an added advantage
  • Strong expertise in livelihood development, micro finance development and capacity development of government officials. Strong experience and track record of engaging government at all administrative levels effectively, private sector or non-traditional resource partners in the field of urban development and livelihood
  • In-depth knowledge about livelihood and micro finance aspects of the urban poor
  • Maturity and confidence in dealing with the staff of government institutions and community
  • Displays sensitivity and inclusiveness for all cultures, gender, religions, race, nationalities and ages
  • Excellent coordination skills and result oriented collaboration with colleagues
  • Excellent communication (both oral and written) in English and Hindi
  • Computer proficiency, especially related to professional office software packages (Microsoft Office)
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of case studies and progress reports
  • Willingness to travel within India and outside India on need basis
  • Experience in addressing livelihoods and micro finance issues through extensive community engagement
