Job Description:


In the Country Programme for 2018-2022, an important part of UNICEF's work is on strengthening systems that prevent family separation and institutionalization by diversion and restorative justice, family/community care, and gatekeeping. UNICEF will generate evidence on the prevalence and consequences of institutionalization as well as work towards alternative models of care. Advocacy and community dialogue are used to generate support for the reform of the childcare system towards family care. The child protection programme promotes social protection schemes as a strategy to strengthen families and reduce the demand for residential care


The position would be responsible for providing technical support to national / state / divisional / district level/ sub-district levels (in certain cases) programming in UNICEF supported states in India, with specific deliverables to be achieved for improved child protection outcomes. The position would be based at Country Office or State or selected district HQs within the states.

Possible locations are: New Delhi, Bhopal, Bhubaneshwar, Chennai, Gandhinagar, Guwahati, Hyderabad/Telangana, Jaipur, Kolkata, Lucknow, Mumbai, Patna, Raipur and Ranchi.


Restorative Justice, Diversion, Juvenile Justice:

  • National and state level support
  • Situation analysis, scoping missions
  • Strategy development
  • Development of ToC, roadmap and operational plans
  • Skills-based capacity strengthening
  • Remote support to government entities, judiciary and NGOs
  • Mentoring of key stakeholders
  • Advocacy Practical research or evidence generation used to inform policy, collective action and programmes
  • Familiar with the justice system, police and welfare services at national or international levels.
  • Programme implementation and advocacy in the field of juvenile justice.
  • Excellent understanding of applicable national/international standards

Preventing and responding to Violence against children:

IMS, data and evidence in child protection:

  • Assist central and state governments on Child Protection Information Management Systems
  • Contribute to child protection data analysis        
  • Child protection statutory systems
  • Child Protection issues in India
  • Experience working with government entities on IMS, data generation and analysis.

State level child protection consultants:

  • Support to implementation (National Consultants only willing to work at state level)      Support implementation of the programme in the following areas:
  • Implementation of national legislation and policies for the protection of children
  • Capacity building of statutory bodies and other para-governmental institutions
  • Urban programming
  • Children on the move
  • Adolescent empowerment and ending child marriage

 Information Management in Child Protection: 

  • Demonstrated experience working with state level stakeholders
  • Project management
  • Monitoring and evaluation

Qualifications and Experience:

  • Master’s or Diploma in Law, Social Sciences, Psychology, Criminology, Public Health, Public Policy or relevant field.
  • At least four years of proven experience in one of listed sectors
  • Language: Fluency in English. 
  • Knowledge local Indian language as relevant to the state is an asset for national consultants.
  • Good negotiation and influencing skills supported by excellent communication and presentation skills is desirable.
  • Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, non-governmental and civil society organizations
