Project:

Index-based flood insurance (IBFI) products can provide protection against the increasing climate-related risks faced by smallholder farmers. IBFI integrates hi-tech modelling and satellite data to predetermine the flood threshold to enable speedy compensation to support low-income, flood-prone communities. However, the risk transfer through insurance covers only one part of the disaster cycle. This project will, therefore, “bundle” flood insurance with post-flood recovery to agriculture. In partnership with seed companies, the project will introduce flood-resistant seed varieties in the areas where there is crop damage due to floods to enable rapid agricultural production before moving to the next crop season. In this way, bundling insurance with post-flood recovery to agriculture may offer a long-term – albeit implicit – subsidy on index insurance premiums.

As part of this project, IWMI will explore farmers’ preferences for bundled insurance products using various scenarios to elicit willingness to pay and draw up recommendations in the design process. IWMI will also develop an impact assessment framework and cost-benefit analysis on the ex-ante and ex-post effects of bundled insurance products in all stages of a disaster. Also, there is need to understand the role of this product in incentivizing farmers to increase adoption of more profitable, but more risky, technologies. Based on these research findings, the project will provide policy recommendations to the government for scaling out strategies.

Duration:

Duration of the internship will be 6 months. The intern will be based at IWMI’s office in New Delhi, India.

Role:

The International Water Management Institute (IWMI) is seeking applications from individuals with a development economics or agricultural economics background to work on the interdisciplinary research project titled Bundled solutions with seed systems, index insurance and climate information to manage agricultural risks (BICSA) in South Asia. The candidate selected for the internship will be based in Delhi, but will have to travel within India.

Responsibilities:

  • Work closely with farmers in the locations where project activities will be undertaken.
  • Conduct literature reviews on issues related to bundling in agricultural insurance and traditional post-flood recovery activities carried out by farmers.
  • Compile data from secondary sources.
  • Assist in the development of structured questionnaires and other socioeconomic research instruments, including their implementation in open data kit (ODK) software.
  • Make substantial contributions to the planning and conducting of household- and village-level surveys on issues related to flood insurance, technology adoption, agricultural development, and related policies. This includes supervision of field investigators in remote rural areas.
  • Conduct case studies and focus group discussions using qualitative research methods.
  • Assist in organizing field-level experiments.
  • Data cleaning, descriptive and econometric data analysis, and report preparation.
  • Make substantial contributions to academic publications and presentations.
  • Any additional duty related to the project work assigned.

Qualifications and Experience:

  • Master’s degree in Agricultural Economics, Economics, Development Economics, Agricultural Development, Rural Development or a related field, with an interest in quantitative and qualitative research.
  • Knowledge of issues related to agricultural and rural development, and agricultural policy.
  • Strong analytical skills and the ability to process both quantitative as well as qualitative information.
  • Familiarity and experience with household surveys.
  • Good working knowledge of statistical and econometric software packages (especially Stata).
  • Experience in using ODK for data collection is preferred.
  • Excellent written and oral communication skills in English.
  • Ability to travel and undertake fieldwork in rural contexts.
  • Ability to function independently.
