Sa-Dhan is a national-level association of impact finance institutions like microfinance institutions (MFIs) and is also a Self- Regulatory Organization (SRO) recognised by the Reserve Bank of India for MFIs. With more than 200 members Sa-Dhan plays an important role in impact financing. Sa-Dhan members have reached more than 77 millions households
in the country, extending over ₹3.3 lakh crores credit. It is also considered as a National Support Organisation and Technical Support Agency for NRLM and SRLMs. Sa-Dhan is engaged in various developmental and promotional activities such as promotion of climate resilient agriculture, WASH financing, microenterprise development, financial literacy,
digital literacy, affordable housing, rural health loan products etc.


Objective of RFP:


The objective of this RFP is to engage a competent technology partner to design, develop, deploy, and maintain a secure, scalable, and user-friendly Learning Management System (LMS) that that effectively addresses the digital literacy and financial education needs of diverse learners. The LMS should:


• Deliver high-quality digital literacy and digital financial education content in multiple regional languages.
• Be accessible and usable for low-literacy learners and those using low-end smartphones.
• Enable tracking of learner progress and outcomes, providing actionable insights for trainers and program administrators.
• Support blended learning models, integrating both online learning and facilitated offline sessions.
• Facilitate easy adoption by MFIs, trainers, and community-level digital champions, ensuring widespread reach and engagement.


Scope of Work:


The selected vendor will be responsible for end-to-end development and support of the LMS, including but not limited to the following components:


4.1 LMS Design and Architecture


• Dedicated Android mobile application (mandatory) compatible with low-end
smartphones (Android 8.0 and above)
• Web-based LMS with mobile-responsive design
• Android-first approach with intuitive UI/UX for low-literacy users
• Cloud-hosted solution with scalable architecture
• Secure user authentication with role-based access controls
• Offline access to learning content through the Android app with auto-sync when connectivity is restored
• The LMS shall be developed in 10 to 12 regional languages


4.2 User Roles


The LMS should support multiple user roles, including: - Learners (women borrowers,
community members) - MFI field staff / trainers - Master trainers / administrators - Sa-Dhan administrators
Each role should have appropriate access controls and dashboards.


4.3 Learning Features
• Progress tracking at individual, batch, MFI, and geography level
• Pre- and post-assessment tools
• Gamification elements (badges, certificates, progress indicators)
• Notifications and reminders (SMS / WhatsApp integration preferred)


4.4 Maintenance and Support
• Post-deployment technical support and bug fixing
• Regular updates and performance optimization

 

5. Deliverables
The key deliverables under this engagement will include:
1. Detailed system design and technical architecture document
2. Fully functional LMS (web and mobile responsive)
3. Multilingual content hosting capability
4. User dashboards and analytics module
5. Training and documentation
6. Deployment and go-live support
7. Maintenance and support plan
8. Any other which is essential to design and deploy the LMS


Timeline : Maximum 06 Months from the Onset of the Project 


Who Can Apply?
Eligible applicants include technology companies with a minimum of three (3) years of proven experience in the design, development, and implementation of Learning Management Systems (LMS) or digital learning platforms. Such firms should demonstrate prior work in delivering scalable, secure, and user-friendly LMS solutions.
