1. Project Background

About the Project:

Project Gram Vikas Shakti - "Gram Vikas Shakti: Empowering Local Self-Governance for Stronger Communities in Phalodi" is a CSR project of the Azim Premji Foundation, implemented in collaboration with Shikshit Rojgar Kendra Prabandhak Samiti (SRKPS). The project aims to address the issue of weak local governance and the exclusion of marginalized groups in 10 Gram Panchayats of Phalodi, Rajasthan.

Specifically, this program targets the following problems:

• Irregular or inactive Gram Sabhas.
• Low participation of marginalized groups (especially women, SC/ST) in governance.
• Lack of awareness and capacity among elected Panchayati Raj Institution (PRI) members, especially first-time and women representatives.
• Proxy representation of women leaders.
• Immature development planning and poor implementation of welfare schemes.
• Neglect of girls' education and empowerment.

Context of this Assignment: To address these challenges, SRKPS is inviting applications from qualified and experienced professionals to conduct a 3-Day Training of Trainers (ToT) workshop for our field staff. The objective of this training is to equip our team with comprehensive knowledge regarding various social welfare schemes initiated by the Central and State Governments so they can effectively support the target communities.

 

2. Objectives of the Assignment

The core objective is to build the capacity of SRKPS field staff so they can effectively disseminate information and assist community members in accessing government benefits.

Key Learning Outcomes:

• In-depth understanding of major Central Government Schemes.
• In-depth understanding of major State Government Schemes (with a focus on Rajasthan).
• Procedures for eligibility, documentation, and grievance redressal.
• Techniques for community mobilization and awareness generation.

3. Scope of Work

The selected consultant will be responsible for:

1. Module Design: Developing a 3-day training curriculum and training manual (design of training) covering relevant schemes (e.g., health, education, livelihood, pension, and social security).
2. Facilitation: Delivering the training in Hindi and English to ensure full comprehension by the field staff.
3. Methodology: Using participatory tools (role-plays, case studies, Q&A) to make the training practical.
4. Reporting: Submitting a brief training report post-completion.

4. Eligibility Criteria

We are looking for a Pan-India level expert with the following qualifications:

• Language Proficiency: Must be fluent in both Hindi and English (reading, writing, and speaking); knowledge of local dialects is highly recommended.
• Experience:
  • Proven experience in conducting Training of Trainers (ToT) workshops.
  • Strong knowledge of the government ecosystem and social welfare structures.
  • Preference: Candidates currently working in or retired from Government Departments are highly preferred.
  • Candidates with prior experience working with NGOs/CSOs on entitlement-based projects.

 

5. Key Terms of Engagement

• Duration: 3 Days.
• Mode of Engagement: Consultant / Resource Person.
  • Remuneration: A consolidated package of ₹15,000 to ₹30,000. 
  • Note: Travel and accommodation will be reimbursed separately by organization.
