About the Organization
Partnering Hope Into Action Foundation (PHIA) is a Charitable Trust registered in Delhi in 2005. It works across multiple geographies on addressing issues which act as barriers for communities to thrive. PHIA’s focus has been on the disadvantaged and vulnerable communities who are left behind in the development interventions.
PHIA works in partnership with multiple stakeholders including government, private sector, philanthropy institutions, civil society organisations, academic institutions and community-based organisations with this focus.Its interventions and programs are spread in the states of Bihar, Jharkhand, Madhya Pradesh, Uttar Pradesh, Delhi NCR, Ladakh and Punjab. PHIA’s community centric work is on a range of issues including education, WASH, strengthening local governance, climate change adaptation, sustainable livelihoods through strengthening value chains benefiting communities, and food and nutrition security for communities.
Central to PHIA’s vision is the belief that real transformation begins at the community level. By nurturing leadership, building capacities, and advocating for systemic change, PHIA turns hope into actionable solutions. Its evidence-driven programs have touched the lives of countless individuals, inspiring them to overcome challenges and thrive.
About the Proposal
Given the dynamic and evolving nature of gender discourse and youth engagement, there is a need to undertake an assessment of the campaign. The purpose of this assessment is to understand the impact, effectiveness, challenges, and potential for scale of the campaign’s approach and outcomes. The purpose of this external assessment is to:
- Assess the overall impact of the campaign on individuals (especially Change Makers) and institutions.
- Explore the potential and strategies for scaling up the campaign, ensuring deeper and wider impact.
- Recommend actionable strategies to guide the future direction of the campaign.
Scope of work
The assessment will involve:
- A comprehensive review of the campaign’s design, strategies, engagement approaches, and implementation model.
- Analysis of existing documentation, campaign materials, reports, publications, IECs etc.
- Interviews and meetings with key stakeholders, campaign team members, Change Makers, academic and youth partners through online meetings.
- One 4-5 days field visit to Bhopal and nearby districts.
- Thematic synthesis of insights aligned with the core assessment questions, impact, gaps, and potential for scale-up.
Deliverables
- Inception Report – Outlining methodology, tools, timelines, and scope.
- Draft report – Capturing findings, lessons learned, and emerging recommendations.
- Validation meeting – A participatory space to present and co-refine key insights with campaign stakeholders.
- Final report – With final recommendations, strategic insights, and implementation guidance.
- Summary brief – A concise (2–3 page) overview suitable for sharing with partners, funders, or external stakeholders.

Interested agencies/consultants should submit their proposals by 17th August 2025 to the email address procurement@phia.org.in with the subject line "Assessment - It’s Possible Campaign.” Proposals should include:
- Organization profile and relevant experience.
- Assessment framework and methodology.
- CVs of the team members proposed for the assignment.
- Timeline and budget estimate.
