About the Program
HCL Enterprise under its flagship Dadri Development Program (DDP), invites proposals from qualified and experienced NGOs/Social Enterprises for implementing the Scale-up Phase of Shilp Shakti, a women-led artisanal upskilling and enterprise development initiative.

The scale-up aims to engage 250+ women artisans across multiple clusters in Dadri through advanced skilling, design and product diversification, digital inclusion, and market linkages. Building on the pilot’s success with 125 women, this phase envisions transitioning from SHGs to a collective-led Producer Company model, supported by an Enterprise Resource Centre (ERC) for sustained capacity building and business incubation.

Key Objectives

• Upskill 250+ women artisans in advanced crafts, entrepreneurship, & digital literacy
• Establish a women-led Producer Company integrating multiple SHGs under one collective brand
• Develop market linkages (ONDC, e-Haat, corporate, retail, and digital platforms)
• Promote eco-conscious and upcycled craft products & strengthen convergence with NRLM, RSETI, ODOP, and other schemes

Eligibility Criteria

• Minimum 5 years’ experience in implementing women’s livelihood or empowerment projects (preferably in Uttar Pradesh)
• Proven expertise in handicrafts, skill development, digital inclusion, & market linkage
• Demonstrated financial stability and program management capacity
• NGOs may apply individually or in consortium with other NGOs, producer collectives, or technical partners in the Women Empowerment & Entrepreneurship Promotion (WEP) domain.

Interested organizations are invited to submit proposals as per the prescribed format in the RFP document (Annexure A–C), including project design, methodology, Gantt chart, & detailed budget.
