Background of the Programme:
India, with its diverse climatic conditions, is among the most disaster-prone countries in the world, with over two-thirds of its geographical area vulnerable to natural hazards like floods, drought, unseasonal rains, cyclones and heat stress. Climate change is intensifying the frequency and severity of these disasters placing immense strain on rural livelihoods, local economies, and ecosystems. The impacts are particularly pronounced among smallholder farmers, women, and marginalized communities whose livelihoods are closely tied to natural resources and agriculture.
In recent years, extreme weather events have disrupted cropping cycles, reduced productivity, led to asset losses, and increased indebtedness among rural households. 60% of marginal farmers in India have suffered major crop losses due to extreme weather events in the past five years, with more than 3.2 million hectares of cropped land affected in 2024 alone. Simultaneously, traditional coping mechanisms are being stretched thin, and local adaptive practices are often under-documented or unsupported by formal systems. Understanding these localized impacts and the ways communities are adapting is critical to designing responsive livelihood, resilience, and energy access programs.
Project Goal and Objective:
SELCO Foundation is seeking to engage an individual consultant or consultancy firm to conduct a comprehensive study on Mapping Climate-Induced Disasters and Livelihood Vulnerabilities in India. This strategic initiative is designed to address the intensifying frequency and severity of climate-induced disasters, which place immense strain on rural livelihoods, particularly among smallholder farmers, women, and marginalized communities.
The proposed study aims to map and analyze disaster-prone geographies across key focus regions of the organization - including the flood and cyclone-prone Cachar (Assam), Bhubaneshwar (Odisha), drought and heat-stressed zones of Nagpur (Maharashtra) and Raichur of (North Karnataka.) These regions represent diverse climatic and socio-economic contexts, offering valuable insights into the intersection of climate hazards, livelihoods, and adaptive capacities. By systematically mapping vulnerability and resilience patterns across the above-mentioned regions, the research will provide a foundation for developing context-specific solutions that create safety nets for livelihoods, enhance adaptive capacity, and align with national and state-level climate resilience priorities.
- Identify major climate and disaster risks.
- Assess the impact on livelihood systems (agriculture, livestock).
- Document indigenous and emerging adaptive strategies.
- Generate evidence for climate-resilient livelihood planning and integrated program design.
10. Submission Requirements:
The study may be undertaken either by a single lead consultant/agency covering all identified geographies, or by multiple region-specific consultants engaged for specific states or climatic zones, depending on demonstrated expertise and capacity. Applicants are therefore encouraged to indicate their preferred scope of engagement — national (covering all regions) or regional (specific to one or more focus states).

- Organizational/Individual Profile: Overview of your team/experience (Updated CV highlighting relevant research experience)
- Proposed Approach: A brief document outlining your understanding of the assignment and proposed approach.
- Covering hot spots for disasters like floods, drought etc
- Sample(s) of previous reports or publications on environment, climate, livelihoods etc.
- Financial Proposal: Detailed quotation for the execution of the entire scope of work and HR.
