Job Description

JRC is recruiting for Communications Officer in the Office of its Founder, Sh. Bhuwan Ribhu, to manage his office’s day to day tasks involving critical communications across all JRC partners.

The role of Communications Officer will provide the overall leadership in seamless management of internal and external stakeholder communication, execution of collaterals asset management and facilitating dialogues between the Office and high level dignitaries from time to time.

The incumbent will be integral to various strategic discussions happening in the Office, as JRC shapes the future of child protection – from ending one third of a global social problem to ending impunity against child exploitation, from defining ground breaking policies and laws to establishing institutional accountability.

Job Responsibilities

  • Work with the Country Director or nominee, Snr. Director Compliance, Director Finance, and other Jhpiego senior staff members at country level or in US office to ensure that internal control processes and systems are adequate to minimize risks.
  • Through technical assistance and spot-checking, verify that country programs comply with donor rules and regulations, applicable organizational policies and pertinent U.S. and host country laws.
  • Mitigate risk through active monitoring and close review of country offices' practices and procedures.  Work actively with the finance team and country leadership team to identify and mitigate risks.
  • Develop an annual compliance review work plan based on the country office project portfolio to ensure full compliance coverage.  The annual plan should include routine monthly and quarterly compliance reviews as well as additional compliance activities identified at the country level
  • Ensure that Jhpiego complies with JHU and Jhpiego’s sub-award monitoring policies and procedures.  Work with senior management and partner organizations to implement improvements, if required.  Develop and maintain Jhpiego’s program for monitoring and oversight of subrecipients.  Perform and document monitoring visits to sub-recipients as needed.
  • Update and report to the Country Director, Snr. Director Compliance and other senior country office staff on the status of the implementation of internal compliance recommendations on a regular basis.
  • Assist the Finance team in execution of all types of external audits and reviews including management responses and action to be taken.  The Compliance Manager will also track findings and recommendations from audits and ensure that they are implemented in a timely manner.
  • Assist the Finance team in conducting and documenting the annual Internal Controls over Financial Reporting review and questionnaire (ICoFR) requirement by statutory auditors. Develop, implement, and monitor Internal Financial Controls framework in line with global standards. Prepare and maintain a risk control matrix (RCM) identifying risks in processes that impact financial reporting. Conduct walkthroughs and testing of key controls; document control effectiveness. Recommend control enhancements to mitigate financial misstatement risks. Work with Operations team and auditors for IFCFR certification and remediation of deficiencies.
  • Assist in developing a list of best practices for implementing and improving internal controls and regularly orient and train staff on best practices.  Ensure compliance with US laws and regulations pertaining to disbarment anti-terrorist laws and Indian laws.
  • Work closely with the Snr. Director Compliance and the global compliance team to review policy and procedures documents, revise tools and templates, and make recommendations to improve compliance monitoring.
  • Serve as a member on one or more of Jhpiego’s Internal Compliance Reviews teams, as needed.
  • Immediately report gross misconduct or suspected fraudulent activities to the Country Director, Chief Operating and Financial Officer, and Snr. Director Compliance.
  • Conduct special investigations and analytical projects, as needed.
  • Work on any other special projects as assigned by the Country Director and/or Snr. Director Compliance.

Education Qualification/Required Skills & Experience

  • Master's/Bachelor's degree in Mass Communication, Journalism, Development Communication, or related field.
  • Minimum 5 years of relevant experience
  • Professional communications experience (Essential)
  • Experience of managing social media for an organisation or campaign (Essential)

Skills and competencies:

  • Strong knowledge of Website development platforms (WordPress, Wix or equivalent) essential
  • Strong Knowledge of running social media accounts for an organisation or campaign including strategic planning, posting, advertising and performance analysis (Essential)
  • Excellent written and verbal communication skills in English (knowledge of additional languages is an advantage).
  • Knowledge of organising and streaming webinars and other online events (Essential)
  • Strong interpersonal skills and social values (Essential)
  • Knowledge of children's rights and women's rights (Essential)
  • Good Project Management and Time Management Skills (Essential)
  • Proficient in Word, Excel, PowerPoint (Essential)
