DC firmly believes that influencing behaviour change is critical to the success of an impactful program. Many programs run into cultural traditions and taboos that result in constituents resisting an initiative that might dramatically improve their lives. In many cases, the solution is a matter of sequencing, where opening constituents’ minds to a program’s promise precedes efforts to execute the program itself. At the core of most of our intervention designs is a process to encourage beneficial behaviour change, without taking the paternalistic approach of imposing the change on constituents. These could be a mix of approaches such as engaging constituents directly, by enlisting local, trusted peers to investigate cultural norms and elicit change from within the community; or to impact constituents indirectly, by incentivizing critical collaborators to change their behaviours.

About the Program

Development Consortium in collaboration with Ansh is working to transform maternal and newborn care in India. Ansh is dedicated to saving newborn lives by building healthcare capacity in government hospitals in India. Our mission is to create a scalable and cost-effective model that implements and promotes Kangaroo Mother Care and other impact focused newborn care best practices.

Our main intervention, Kangaroo Mother Care (KMC), is a highly cost-effective and scientifically proven intervention for saving newborn lives, which includes:

  • Skin-to-Skin Contact between baby and caregiver to regulate the infant’s body temperature, reducing hypothermia
  • Close Monitoring of mothers and newborns for danger signs
  • Exclusive Breastfeeding, providing benefits to the infant's immune system and helping with weight gain.

We now have more than 130 on-ground full-time staff, 4 implementation partners, and 9 core team members delivering our programs in 10 District Hospitals. We estimate a neonatal mortality reduction of 33-50% as a result of Ansh programs, and plan to scale our life-saving work to 15 District Hospitals across Rajasthan by the end of the year.

About the Opportunity

Ansh is seeking a highly motivated Head of Monitoring and Evaluation (M&E) to oversee and strengthen our data-driven approach to saving newborn lives in India. This role is pivotal in ensuring the effectiveness, scalability, and quality of Ansh's evidence-based healthcare interventions in government district hospitals.

As the Head of M&E, you will lead the design, implementation, and optimization of robust M&E systems, while managing a team of M&E Coordinators. Your work will directly contribute to the delivery of life-saving programs to newborns, by generating actionable insights and enhancing program impact.

The role will involve working with a range of colleagues including the CEO, Program Managers and Coordinators on ground, as well as engaging with our partners and advisors (such as academics, tech partners and research institutions).

Responsibilities

Data Management and Analysis

  1. Design and manage M&E tools, systems, and processes to ensure data-driven decision-making.
  2. Oversee the collection and management of M&E and program data from various sources. Ensuring data quality, accuracy, completeness, and integrity through regular audits and validation processes.
  3. Use spreadsheets, statistical software and tools to perform complex data analysis, presenting data-driven insights through dashboards and reports and providing recommendations to inform program planning and decision-making.
  4. Evaluate existing Ansh M&E systems and make recommendations to streamline data collection and improve the use of the data to drive decision-making.

Team Management

  1. Manage and supervise a team of M&E Coordinators on the field, providing guidance, support, and oversight to ensure high-quality M&E work.
  2. Recruit, train, and onboard new M&E Coordinators, ensuring they have the necessary skills and knowledge to perform their duties effectively.
  3. Foster a culture of teamwork, collaboration, and continuous learning within the M&E team, promoting open communication, and encouraging innovation and creativity.
  4. Address conflicts, resolve issues, and provide support to M&E Coordinators as needed, ensuring a positive and productive work environment.

Who we're looking for

  • You’re highly motivated by the impact of the role, and this will guide your day-to-day decision-making. You want to see your work having a clear impact in the real world
  • You have experience in designing and managing M&E tools, systems and processes for programs at scale that enable high quality data-driven decision-making.
  • You have strong analytical and problem-solving skills with proficiency in statistical software (e.g., SPSS, R, Python), Microsoft® Office and Google applications (including Excel, Google Sheets, Access) and data visualisation tools (e.g., Looker Studio, Retool, Tableau, Power BI).
  • You are an experienced manager, who knows how to support your team members to excel at their individual roles. You are also good at summarizing information collected and know how to present it to others.
  • You have a degree or equivalent experience in economics, development economics, public health, public policy, statistics or a related field. Ideally, you’ll have both a master’s degree and some experience working in India on health/development projects, but these are not hard requirements. We are more interested in how fast you grow than where you start from.
  • You have a strong foundation in analytical skills. These skills should include both a strong aptitude for critical thinking and an ability to analyse multiple types of data.
  • You’re interested in sceptical truth-seeking to really understand what’s going on.
  • You are a high-agency professional who will be proactive about exploring questions, identifying considered ways that we could make our work more impactful, and making them happen.
  • You excel at both focused, independent, self-driven work and collaborative projects requiring coordination and teamwork.
